" CHAUTEMPS WINS INFRENCH SENATE Votes 167 to 82 in Support cf “Free-Hand” Plan to Save Franc. By the Associated Press. PARIS, June 30.—The French Sen- ate today granted Camille Chautemps’ government the sweeping powers it had demanded to save the nation’s money structure. The vote was 167 to 82. The Cham- ber of Deputies already had approved the measure. Prospects of another devaluation of the franc—hinted, although not defi- nitely stated, in Finance Minister Georges Bonnet's appeal for Chamber support—occupied political and finan- cial circles. COURTESY PARKING, CAPITAL GARAGE STAR, WASH exchange, but let the franc find its natural level. The finance minister, recently Am- bassador to Washington, hinted in the same connection that the mone- tary agreement with the United States and Great Britain might be adjusted. This accord provided a system of equalization funds to maintain cur- rencies of the three nations at rela- tive values after the franc was de- valued last Fall. It set the minimum gold content of the franc at 43 milll- grams, or 22.96 francs to the dollar. French Program Criticized, LONDON, June 30 (#).—Chancellor of the Exchequer Sir John Simon told Commons today the French financial “readjustment” of 1936 was not entirely successful in establishing equilibrium between the French eco- nomic system and those of the United States and Great Britain. Such equilibrium “is the under- lying object of the tripartite agree- ment” setting aside huge gold- purchase funds to work toward cur- rency stabilization, the chancellor said. Sir John announced he was keep- ing in close contact with the United States Secretary of the Treasury, Henry Morgenthau, jr, and the French minister of finance, Georges Bonnett, during the French financial crisis. “I understand measures now con- templated by the French government, which involve removal of the upper and lower gold limits prescribed for the franc, are addressed toward ad- justing the situation,” he said. “I have been assured, however, by the French government it is not their object to seek any exchange ad- vantage from this adjustment,” said the chancellor, adding that France was anxious to continue co-operation with Britain and the United States in financial matters. Dollar Stronger in London. LONDON, June 30 (#).—Pending French parliamentary action on the Chautemps government’s financial control measure, there were no deal- ings in the franc today on the Lon- don market. The dollar opened a shade firmer at 4.93'3; to the pound sterling. The anticipated addition of approxi- mately $1,000,000,000 to Britain's gold- buying fund was believed to put her| in & position to deal with any emer- | gency of stabilization. The government bill for boosting the equalization fund passed first reading in the House of Commons to- day. TWO NATIONS END OBSERVING OF WAR Action of Italy and Germany Further Widens Split on Neutrality. BACKGROUND— Non-Intervention Committee of 27 nations was established early in Spring in eflort to confine Spanish war to that nation. Neutrality sea patrol set up in May was made ineflective last week when Germany and Italy angrily withdrew after Britain and France refused to join in “demonstration” against Valencia government. By the Associated Press. ROME, June 30.—Withdrawal of Italo-German observers participating in the Spanish neutrality patrol was disclosed today by the Italian press, further widenjng the breach in Non- Intervention Committee efforts to isolate the Spanish war. The press announced that T4 ob- servers, 37 for each nation, were ordered withdrawn from service at control ports checking mercantile ships bound for Spain. Informed Italian circles accused Great Britain and France of favoring the Spanish Valencia government and turned a cold shoulder on the pro-| posals Italy advanced six months ago | for withdrawing foreign volunteers | from the Spanish civil war. | In these circles it was said that the “partiality of France and Britain to- | ward the Valencia government now makes a falr realization of the pro- | posal improbable.” | They contended recently in(‘lfflsl‘d} efforts to solve the Spanish crisis by | removing volunteers were being fav- ored by sympathizers of the Valencia government in the hope of weakening the insurgents’ chances of success. Foreign Secretary Anthony Eden told the House of Commons that Por- tuguese observers have been with- drawn in addition to the suspensfom. He said the British government had advised Portugal that it regretted such action. Reply to British. In reply, he added, the British government had been given to under- stand “that if general assent is ob- tained in principle in the Non-Inter- vention Committee to a plan for the re-establishment of maritime control, the Portuguese government will con- sider prompt resumption of their duties by observers.” The withdrawal of facilities for the British observers on the Portugal- Spanish frontier opened a vast sec- tion of insurgent-held territory in Spain to possible unsupervised impor- tation of arms and volunteers. (Portugal, from time to time, has indicated its sympathy with Germany and Italy in their support of Insur- gent Gen. Francisco Franco.) Complicates British Efforts. ‘The development further compli- cated Britain's effort® to restore a full naval patrol of Spain's coasts to pre- vent arms and men from reaching either side of the civil war. Both Germany and Italy, which recalled their warships from the pa- trol, have rejected a Franco-British proposal for taking over the entire patrol. Lieut. Comdr. L. R. Fletcher, a Labor member, asken Eden if he would in- struct the British Ambassador at Rome to ask Premier Benito Mussolini “for an elucidation of a public statement by the head of the Italian government that Italy had not been neutral in Spain. but had fought and victory would be hers, cbserving that this ut- terance appeared to be inconsistent with Italy's participation in the work of the Non-Intervention Committee.” Eden replied: ““His majesty’s government is not | aware of any official statement being WHERE TO D_I\E i Thursday Dinner Special Good Food Is Good Health” 65- Broiled Hoalf Spring Chicken Fresh Corn Pudding Hot Rolls Steamed Rice Beverages LOTOS LANTERN 333 17th St N.W. “2,000 MILES NO OIL ADDED” say the same owners.
