By the Associated Press. NEW YORK, May 17.—Most top- | grade corporate bonds held in a nar- row range in late trading today while the Federal Government list moved generally higher. The upturn in Government issues brought gains ranging as high as| ten-thirty-seconds at one time. With the stock market in the dol- drums, bond traders also were in- clined to rest on their oars. Several issues were off a point or so, including American Water Works 6s, Chesa- peake Corp. 55 and Illinois Central 34s. But losses were offset by ad- vances of fractions to about a point in such as Bethlehem Steel 3%s, Great Northern 45, New York Central 85, Southern Pacific 4!is. Western Union 55 and International Tele- phone 5s. Some German loans extended pre- vious gains a little, including the gov- ernment 5)2s and 7s. Will Approve Increases to Meet High- er Expenses. By the Associated Press. NEW YORK, May 17.—Reasons which justified the emergency rail- road freight charges are continuing with “added emphasis” because of increased material costs, said Daniel ‘Willard, president of the Baltimore & Ohio Railroad system in the prelime inary annual report for 1936, issued today. As a substitute for the charges, which expired at the end of last year, Willard expressed hopes the Interstate Commerce Commission would give “sympathetic consideration” to the petition for increases and adjustments of freight rates filed by the carriers some months ago. Baltimore & Ohio's 1936 net income amounted to $4,538,975, equal, after allowing for dividend requirements on the preferred stock, to 85 cents a share on common stock. In the previous year the road had a deficit of $3,180,- 908. Total railway operating revenues were $168,992,680, compared with $141,843,264 in 1935. An increase of $1,293,928 in passenger revenue was due in part, Willard said, to the rise in business activity and to the reduc- tion in fares to 2 cents a mile on June 1, 1936.
