By the Associated Press. NEW YORK. January 18 —The bond market presented an uneven appear- ance today with plus and minus signs about evenly divided. Brokers said big buyers were hesi- tant in offering support pending clar- ification of the Federal Reserve Board's attitude on the predicted increase of member bank reserve requirements. Then, too, there was discouragement that hoped-for peace in the General Motors strike appeared to have been delayed. Rail loans, which would be partic- ularly affected by any long drawn-out stoppage in the motor industry, were Sff generally by fractions, although one or two favorites moved up a trifle. Among the utilities there was some selective support. American & For- | eign Power 5s, American Telephone 348, Consolidated Edison 3}4s and In- ternational Hydro-Electric 6s advanced | a bit. United States Government loans | were generally off, some issues being down around !5 of a point. $2,555.239 Earned By Allied Mills In Twelve Months: By the Assoctatea Press. C. REQUESTED 0 PROBE MARKET Stocks Ahead of Business Recovery, Credit Men’s Chief Warns. By the Associoted Press. NEW YORK, January 18.—Warning that “the stock market is still running ahead of business recovery,” Henry H. Heimann, executive manager of the National Association of Credit Men, called upon the Securities and Exchange Commission today to make a study of speculative accounts. The present bull market, he said, “may to some extent, and by some authorities, be justified, since the stock market often anticipates business recovery. But it seems rather evident in this particular stock market situa- tion that the distance between re- covery effected in the securities world and that effected in the business world 15 out of proportion, “During the past 12 months, the stock market has gone up at a greater pace than it did in the first year of the ‘new era’ market preceding the 1929 crash. In that previous upturn the gain amounted to 15 per cent in the first year, whereas during the first 12 months of the current rise the stock market gained 48 per cent.” Heimann proposed the Securities and Exchange Commission analyze “a fair cross-section of speculative ac- counts on brokers’ books and publish results of the analysis in an effort to “limit speculation by publicizing the general lack of success of the majority | of those who speculate.” Washington Produce. 1 BUTTER—02 score. 1-pound prints, 37, 4-pound print, pound prints, 36 ouAd Drints. 33; “tub, 5. COUNCIL OPPOSES CHILEAN PROPOSAL Protective Group Advises Holders Not to Accept Interest Offer. B) the Associated Press. NEW YORK, January 18.—The For- eign Bondholders’ Protective Council announced it had recommended that bondholders refuse to accept pro- posals of the Chilean government to pay 1936 interest on external loans at slightly less than 2 of 1 per cent of face value. The council stated it understood | the payment offered was not a pay- ment on account, but was a payment for cancellation of the coupons and “any bondholder accepting the pay- | Rock. ment consented thereby, under Chilean | law, to the wiping out of the obliga- | tion of his holdings.” | “From information in possession of | the council,” the announcement said | “it appears the offered interest ler\-’ ice for 1936 on Chilean bonds amount- : of the total contractual interest serv- ice, approximately $26,951,284. “The treasury surplus for the year 1935, as reported by the minister of finance, amounted to 117,689,223 pesos, | or $6,180,000. This sum is a little less than one-fourth of the total con-' tractual interest service. In addition | to this surplus the revenues assigned | for actual interest and nmorlmtlon} provided for 1936 under the statute | amounted on both accounts to $4,128.- | 251. This amount, plus the treasury surplus, gives $10,318,251, which Chile might have paid during 1936 on the interest account merely by using her | collected and available revenues with- | out decreasing domestic expenditures and without increasing tax burdens.” The council, the announcement stated, is again approaching the Chilean government with a view to initiating negotiations looking to se- curing better terms for bondholders. | NEW YORK BANK STOCKS| NEW YORK. FINANCIAL. FASTER PACE SET AT STEEL PLANTS Institute Finds Operations| 1.8 Points Higher at 80.6 Per Cent. By the Associated Press. NEW YORK, January 18.—Opera- tions in the steel industry for the cur- rent week advanced 1.8 points to 80.6 per cent of capacity, a peak since the final week of February, 1930. The rate compared with 78.8 last week, the American Iron & Steel In- stitute estimated today. A monm ago operations averaged 'r cent of capacity, while a year axo me rate was 49.9 per cent. Bteel circles attributed the rise in output to advancement of orders originally scheduled for later ship- ment, involving automobile steel and also material for other industries. This, it was thought, might have tended to overbalance any cancela- tions incident to the General Motors strike. It had been understood various mo- tor companies were seeking early de- | livery of steel to expedite assemblies. This, it was said, was based on belief cars would start moving in heavy volume with the first signs of settle- ment of the General Motors conflict. By the Associated Press. The Bureau of Agricultural Eco- nomics reported a 5-point rise in the average price of cotton at 10 markets ‘luz week, compared to the previous perlnd. ‘The bureau said domestic demand for cotton was strong, with exports larger. The average price of 12.8 cents a & pound for middling "z compared with | 12.75 cents on January 8 and 11.7¢ cents on the same day last year. Sales for the week amounted to 53,000 bales, compared with 64,00¢ bales in the five business days of the previous ~ week and 82,000 for the six-day week a year ago. Inquiries for spot cotton were re- ported numerous, with the volume of sales restricted by a scarcity of offer- ings of medium and higher white grades. The trade reported domestic mill activity continued at an unusually | high rate, although mill buying slack- ened somewhat. Consumption of 3,170,000 bales of cotton in the first five months of this season was reported 31 per cent above the same period last season and 12 - i per cent larger than the first five-. months of the peak season of 1926-27, ., | when consumption reached the total record of 7,190,000 bales for the entire season. The volume of sales of unfinished - cloth was said to have exceeded mill | output for the week. Large sales of finished cloth also were reported by wholesale and retail markets. Exports of 145,000 bales for the week were 25,000 larger than the previous | week and 23,000 bales above the sam> * | week a year ago. However, total ex- ports for the season to date lagged - | behind last season. ! Japan was reported to have been the largest buyer of American cotton " » recently. 4 | FIRST TRUST LOANS Long-term REFINANCING . .
