While the Justice Department has no administrative jurisdiction over any of the District penal institutions, it has an interest in conditions pre- vailing there because Federal pris- oners are sent to the jail and to the institutions at Lorton and Occoquan. Cummings is understood to feel that penal establishments in the Dis- trict should be a model for the Nation at large. District officials hope that his visit today may lead him to throw his support behind the efforts of locgl MONDAY, DECEMBER 7, 1936. adequate to enlarge and modernize the penal system here. Supt. Rives is in favor of an en- tirely new jail in another location— perhaps at Blue Plains, D. C.—where the District maintains its home for the aged.
