The Social Security Board today told employers and employes that they need take no steps toward preparing for assignment of social security ac- count numbers for those enrolling for old-age benefits until they receive the proper forms later this month. Employer application forms will be | delivered by the Post Office Depart- | ment November 16. The distribution | of official forms to workers in com- mercial and industrial pursuits will begin November 24. The former are to be filled out and returned by No- vember 21 and the latter by Decem- ber 5. The board’s statement was prompted, in part, because there already are be- | ing received from some parts of the country reproductions of application | blanks clipped from newspapers and magazines. | Financing Changes Urged. HAMILTON’S WORK PRAISED BY MARTIN Landon's Eastern Campaign Man- ager Urges Retention social security program from a tax on wealth, rather than on “wage earners’ | envelopes.” Green, one of the strongest sup- porters of the social security act when it was under fire in the recent cam- paign, said that while it constitutes “a great advance,” the old-age benefit plan is “a sort of compulsory savings™ program. “The old-age benefit plan provides for only & portion of our population and, in part if not in whole, represents pennies taken from pay envelopes—a sort of compulsory savings,” he said. Tax on Wealth Advocated. “When we realize the thousands of families that do not have enough in- come to provide adequate food, cloth- ing and common comforts of living, we realize that funds for social security should not come from wage earners’ | envelopes directly or indirectly, but from a general tax on the wealth they help to create.” He added that “labor believes that Federal grants to general old-age pension provisions in States is the way to take care of those who have | lived beyond the work years.” Social security officials announced yesterday that in virtually all of the 82 States which have not yet enacted unemployment compensation laws, consideration of such legislation was | in prospect Only 14 States and the District of Columbia have unemployment com- | pensation laws approved by the Social Security Board. Louisiana has en- acted a law which will not become effective until 20 days after the result | of balloting on a constitutional amend- ment has been formally proclaimed.
