Waters, 93, life- long resident of this city, died Wed- nesday at the Edes Home, 2929 N street. Mrs. Waters was the widow of John A. Waters, who foi many years had charge of iron construction work dur- ing the erection of the State, War and Navy Building. Mr. Waters died in 1888. He had served with the Union Army in the defense of Washington. During the Civil War Mrs. Waters witnessed many stirring scenes here. She vividly recalled President Lincoln. Mrs. Waters was a member of the Dumbarton Avenue M. E. Church. Surviving her are four sons, George 8. John O., Joseph A. and Samuel 8. Wa. ters. She also leaves grandchildren, great-grandchildren and great-great- grandchildren. Funeral services are being held to- day in the Oak Hill Chapel. Burial will be in Oak Hill Cemetery. He found another outlet for this opin- fon in the District Boy Scouts Chapter, of which he was vice president. Last January Mr. Garfinckel re- ceived the Silver Beaver award for distinguished service to the Boy Scout movement. He was a trustee of George Washington University and | Gallaudet College, and an advisor; trustes of the Y. W. C. A. Mr. Gar- finckel was a member of the Congres- sional Country Club, the Columbian Country Club and the Racquet Club. Philanthropies Numerous. Mr. Garfinckel gave liberally of his large personal fortune to numerous philanthropies. He was one of the principal financial suj of his church and is credited with investing its funds so wisely that returns therefrom increased substantiplly. He was born in Eyracuse, N. Y., in November, 1874, the son of Harris and Hannah Harrison Garfinckel. He was a member of an old American family, his forbears having lived in Louisiana during its early period of expansion. The family moved to New York State, but some branches mi- grated Southward again later. Little is known of Mr. Garfinckel’s life before he came to Washington from Denver in 1899 and established & woman’s department in the Par- ker, Bridget & Co. store on Penn- sylvania avenue and Ninth street. He gained a reputation for making his the leading women's outfitting de- partment in the city. In 1905, Mr. Garfinckel leased a red-brick, brownstone-trimmed, seven- story building near the southeast cor- ner of Thirteenth and F streets, ad- joining what was then Brentano's book store. He added another floor, but his business expanded to such proportions that he moved to the larger Brentano site, which he occu- pied until 1929, when he built the present Garfinckel department store building on Fourteenth and F streets. Mr. Garfinckel was accustomed to come to his store early and stay late. He often worked Sundays and holi- days.
