HELP AND SITUATIONS. HUDSON MAY GET WORLDCOURTPOST Harvard Law Professor and Writer Expected to Take Kellogg’s Place. By tne Associated Press. GENEVA, June 20—The League of Nations was expected yesterday to elect Dr. Manley O. Hudson, prolific American writer and legal expert, to the Permanent Court of International Justice. The 50-year-old professor of inter- national law in Harvard Law School, Missouri-born, is widely known through his writings and lectures in addition to various posts he has held. Prof. Hudson probably will be elected by the League Assembly and Council to fill the vacancy in the Court caused by the resignation of Frank B. Kellogg, former Secretary of State of the United States The United States, although not a member of the League, always has had & judge on the World Court bench. The first was John Bassett Moore, the second was Charles Evans Hughes, now Chief Justice of the Supreme Court, and the third was Kellogg. Their president is Sir Cecil Hurst of England. It was established at the same time as the League of Nations and by virtue of the League covenant. The Court is competent ta hear and | to decide any dispute of an. inter- national character which nations may submit to it. It may advisory opinion upon any or question referred to it by League Council or Assembly. Forty nations recognize as com- pulsory the jurisdiction of the Court in all legal disputes concerning: 1. The interpretation of a treaty; 2. Any question of international law; dispute 3. The existence of any pact which, | 1f established, would constitute breach | of an international obligation; 4.
