Foreclosure actions against H. O. ..L. C. borrowers—half of whom were termed “welshers” who could pay up, but wouldn't—mounted today to 2,963. This was an increase of 858 in a month. But there was another side of the picture in an announcement of steady improvement in the propor- | tion of prompt payments to the Home ! Owner's Loan Corp. On October 31, it said, 66.6 per cent of payments due had been made or were not more than 20 days overdue. Officials reported that 1,591 of all foreclosure cases instituted were against those who “deliberately re- .fused” to meet payments, although they were able to do so. 500 Pieces of Property Held. Indications the Federal Government has entered the “landlord” business in a comparatively big way were given in the statement that 648 cases have been closed, leaving the H. O. L. C. with some 500 pieces of property. Of the total number, 98 comprised delin- guents who paid up when they realized !.the H. O. L. C. meant business. Five other pieces of property were bid in by outsiders at foreclosure sales. What the Government will do with the property on its hands remains to be seen. The first seven pleces were disposed of at a profit of $300. Others have been rented. The H. O. L. C. plans to recondition houses on a wide scale if this will increase the value for sale purposes. Payments Run Larger. ‘The announcement said in recent months H. O. L. C. payments from the Atlanta, Memphis and Detroit regions, while not broken down by States, have run larger than seems currently billed. ‘This was interpreted as meaning a majority of the borrowers are not only making current payments promptly, but that a considerable number are making up payments which had been in arrears. As of November 14 the corporation had granted 945,739 loans totaling $2,859,865,608. The foreclosure total thus was the equivalent of only one to every 320 loans granted. Virtually all of the loans were made to relieve home owners who faced foreclosure proceedings under their original mort- gages. In addition to the 1591 refusals to pay there were 1,004 property aban- donments, 287 foreclosure actions be- cause of deaths and 81 because of various legal technicalities. PRIVATE FLYING RULE ALTERED BY U. S. UNIT Commercial Routes May Be Used in Bad Weather Under Certain Conditions. By the Associated Press. Army and Navy private planes may fly over commercial routes in bad weather, after all, if they comply with strict regulations. Following a wave of protests from private flyers, the Commerce Depart- ment yesterday modified the flat ban it placed on such flying November 1. The private and service planes now may use the commercial lanes and their radio beacon facilities if equipped with satisfactory blind flying equip- ment and two-way radio, if the pilots are properly trained, and if they re- port time of departure, where bound and- proposed altitude to control sta- tions at the point of departure. A.| Widespread arrest of property de- preciation has been one of the major results of the refinancing activities of the Federal Housing Administration, according to Stewart McDonald, Fed- eral housing administrator. In a great majority of cases, he said, where home owners have sought relief from heavy short-term mort- gages through refinancing under the Federal Housing Administration plan, underwriters and valuators have been able to suggest countless ways and means of checking serious deprecia- tion. In many cases the expenditure of small sums of money has resulted in substantial increases in property value. This service, which might be consid- ered only a by-product of the main purpose of the thorough Federal Hous- ing Administration appraisal system, nevertheless has salvaged thousands of dollars for home owners by arresting depreciation of property before it be- comes irreparable. With sales of boilers and radiators showing & 50 per cent increase over 1934, the heating industry is looking forward to & substantial gain in busi- ness during the coming Winter, ac- cording to the Plumbing and Heating Industries Bureau. The upward trend which began & year ago is due largely to the in- crease in the rehabilitation of old bulldings resulting from ‘the F. H. A, loan program and the prevalling low prices for heating equipment. Bollers today are 33Y; per cent be- low 1920 prices and radiators are sell- ing for 50 per cent less, according to the bureau. Thirty Days Allowed. Home-owners are not required to pay for the heating plant until 30 days after it has been installed. Pay- ment is spread over three years. As a result of these attractive credit terms, the installation of heating plants and heating plant repairs led all forms of modernization, with ex- ception of refrigerators, in a survey of F. H A. loans made recently by the National City Bank of New York. Out of 25,903 jobs analyzed, 5,564 or more than 20 per cent involved heating. Improved business conditions re- flected in increased employment and larger earnings have also been re- sponsible for the increase in the sale of heating plants. Under the stress of economic condi- tions in the last five years, many property owners were unable to do even the minimum maintenance work. As a result, many plants deterior- ated to the point where replacement is imperative. Considerable activity in the replacement of worn out sys- tems as well as the improvement in inefficient systems is noted. Improvement In Design, ‘Technical advances in boller and radiator design tend w increase plant efficiency and improve the distribu- tion of heat. These advances, par- ticularly in the direction of fuel econ- omy for coal, gas and oil have been 50 marked that many of the older plants are being modernized with new fuel-saving bollers.
