HTTAGKONSLUNS HEARD AT PARLEY Housing Officials Open Ses- sion Here—Delano Is Speaker. Representatives of governmental and private housing agencies met at the Washington Hotel today to de- velop methods of attacking slum con- ditions and sub-standard homes among- low-income groups. Seeking to cultivate an informed public opinion supporting a ‘“com- mon sense” housing program, dele- gates from all over the country ex- changed information and ideas on projects in their respective commu- nities. Frederic A. Delano, chairman of the National Capital Parks and Plan- | ning Commission, opened the meeting | with a statement of purpose and a review of recent progress in co-ordi- nating slum clearance and low-cost housing activities. “However much any one of us may | do, either as individuals or through an | Isolated organization pursuing a single | purpose,” he told some 100 delegates, | “our Americam housing program as a whole will never be completely effec- tive until we are able to round out and supplement our endeavors by co- | operating with other housing groups and co-ordinating our activities with | {mind. NN ARBOR, Mich.—Adult rats A show reasoning power superior to that of five-year-old chil- dren in laboratory experiments at the University of Michigan. By reasoning power is meant the ability to recall several separate ex- periences and to combine them logi- cally to solve a problem. Whether rats can reason has been a debated question. Their possession of this quality seems to be verified at Michigan, not only by the nature of the problems solved, but by medical tests afterward identifying the brain tissues they used in the solution. As these tissues are similar to those | in human brains, the animals offer means to a better understanding of this highest function of the human | rected by Norman Maler, Ph.D,, as- | sistant professor of psychology. For the problem of children and rats, imagine a building shaped like a swastika. It is playground size. Its interior is four tunnels crossing swas- tika fashion, so that child, or rat, can enter at any end and emerge at any other end. Children and rats are taught to find Boiler | 53 theirs.” Delano mentioned the establishment | of the Central Housing Committee to co-ordinate all Federal agencies work- ing toward a comprehensive and long range program of attack on the Nation's housing problems. It will be of little value to rebuild slums if new dwellings are made too expensive to house former occupants of slum dis- tricts, he declared. John Ihider, executive officer of the | District Alley Dwelling Authority, spoke on slum reclamation as cor trasted with slum clearance and low- rental housing as distinguished from ' '3 We carry a complete line of parts for all types of boilers, furnaces and stoves. The adult rats take the correct turn the first time 90 per cent of the time. Medical treatment of certain areas of their brain takes away this power !in the rats. It does not abolish their power to learn or to remember. It affects apparently only the integrative ability used in reasoning—an ability which psychologists think is based on a law of mass action by the brain take in the tunnel. At the center of ' cells. Anniversary Sale Brings You Savings on The rats in Dr. Maler’s labcratory solve problems much more intricate than the swastika—problems which the children cannot touch at all. In these problems the rats learn four separate parts of a route to food. ‘The routes are interchangeable, so that even a human pedestrian might have to stop and think which corner to turn. Each day the combination is changed. That is, each day a rat has to learn that his route today is differ- ent than the one he previously solved. By pure chance the rats should solve the problem 25 per cent of the time, as there are four possibilities. Due to the daily changing, they would solve less than 25 per cent by chance alone. Their actual solutions are 57 per cent correct. -~ Bring You These Candlewick CONVENTIONS LISTED Tent and Awning Manufacturess and Moose to Meet Here. _ Two more 1936 conventions have been scheduled by the Greater Na- tional Capital Committee of the Washington Board of Trade, it was announced yesterday by Curtis Hodges, executive director, The National Tent and Awning Manufacturers’ Association will bring 500 delegates here in the third week in October and the Loya] Order of Moose expects 300 for its annual Mid- winter conference at the Mayflower, February 21 and 22. Slum clearance, he said, means actual abandonment of a site and is not an easy approach to the problem because it entails the sacrifice of tax revenue. If all cleared | slum areas are turned into parks and | playgrounds, there is the problem of where to get the revenue to support | such recreation areas when the entire population has been transplanted else- ‘where, Ihlder said. Ihlder appealed for a realization that slums are more ex- pensive to a community than the taxes they produce and that they breed generations of children tutored in low standards of living.
