CHICAGO, September 27.— Sharp criticism of the selection of postmas- ters on a political rather than merit basis was sounded yesterday by Harry B. Mitchell, president of the Civil Service Commission, in an address at the convention of the National Asso- ciation of Postmasters of the United | States. “It is safe to say that none of vou, 1t in charge of a business, would select ‘WOODWARD DoOwN STAIRS STORE For School or Play— a manager for a branch of that busi- ness in the way that Uncle Sam se- lects his postmasters,” Mitchell said. The postmasters themselves could aid in bringing about a change, he added.
