"A—12 REPORT SUGGESTS REVANP 0F STATE Oklahoma Declared Still in “Jacksonian Era” in Some Policies. By the Associated Press. OKLAHOMA CITY, July 6.—Com- plete overhauling of Oklahoma’s Gov- ernment—called by Gov. E. W. Mar- land a testing ground for the New Deal—was recommended today by the Brookings Institution. Many of Marland's plans and poli- cies were criticized in the institution’s report, made to the Governor. Others were approved. The report urged novel steps for reorganization of a State it said is “in some respects liv- ing in the Jacksonian era.” Gov. Marland’s pet “New Deal Boards” were not spared, although Marland himself directed the institu- tion—before he took office last Janu- ary—to make the survey. The survey was financed from a popularly sub- scribed “good government” fund. Many Offices Criticized. ‘The institution recommended: 1. Abolition of numerous offices in Btate and county governments and creation of new centralizing agencies. 2. Shifting of the tax burden by increasing inheritance, income, gross production and motor license levies and possibly repealing the 1 per cent sales tax, 3-cent cigarette tax laws and decreasing property taxes when the other increases are effecting re- organization of the legislature. 3. Consolidation of counties. 4. Abolition of county excise boards with transfer of their duties to county commissioners and county controllers. School Plank Included. 5. Operation ot schools on a county unit basis with county superinten- dents being appointed by county boards instead of being elected and with the State paying for the opera- tion of schools. ., Marland’s Planning Board, created by the last legislature, was “inap- propriately set up,” the report stated, proposing that a State council com- posed of legislators and persons ap- pointed by the Governor take over the work. Suggestions were made that his Flood Control Board, the Forest Com- Mission and perhaps the Game and Fish Commission should be consoli- dated. HOOVER PLAYGROUND WINNER OF AWARD Bafety and Attractiveness Merit Victory in Civic Standards Campaign. In the face of a host of handicaps, Hoover Playground, at Second and N streets southwest, won the civic standards campaign award for May on the basis of safety and attractive- ness of the grounds, it was announced yesterday by Miss Sibyl Baker, super- visor of playgrounds. In the colored division, Logan play- grounds was adjudged winner. The monthly awards are a feature of a program sponsored by the Po- lice Department, the Women's City Club and the District of Columbia Division of the American Automobile Association to beautify and make safe Tor children all public play spots of the city. The prizes are announced after inspectors from the playground de- partment and policemen have sent in reports of improvements during the month. The Women's City Club awards a certificate to each of the playgrounds which shows improvement in the appearance of the grounds and in its safety records for the year. Police assist the children in the organiza- tion of safety patrols and keep a watchful eye for dangerous condi- tions in equipment. The American Au- tomobile Association presents banners each month to the three white and three colored playgrounds having the highest record for the month. ‘The playground department has sub- mitted to the District Works Progress Administration & program including the construction of a large recreation center at Hoover Playground, which would house an indoor gymnasium and special play rooms that could be used in inclement weather. o BRYAN AIDE DIES Joseph New, Retired Business Man, Is Buried in West. LOS ANGELES, July 6 (#).—Fu- meral services for Joseph New, 72, re- tired business man who once served as presidential campaign manager for the late William Jennings Bryan, ‘were held today in Glendale. New was credited with founding the first factory for tanning patent leather in the United States. He also founded Joseph New & Co., one of the largest dry goods buying or- ganizations in the country. ¥ —_— Chest Affiliates To Be Announced In Metal Signs Publicity Chairman Kaufman Arranges Plan for Next Few Days. All organizations affiliated with the Community Chest soon will display beautiful metal signs announcing that affiliation, according to plans worked out by Joseph D. Kaufman, chairman of the Chest Publicity Committee. ‘The signs will have a background of white on which will appear the famil- far red heart, symbol of the Chest, and “A Community Chest Institu- tion,” lettered in black. ‘There has long been a need of such & marker, designating these institu- tions as members of the Chest, ac- cording to Kaufman. Few people in Washington, he points out, are fa- miliar with the Chest institutions of the city, even when located in their particular communities. This has been repeatedly demonstrated at cam- paign and other meetings, he says, when people have learned for the first time that an institution, located perhaps on the same street with them, is a Community Chest organization. As soon as Kaufman was designated as publicity chairman, he went to work on this idea and the result is an inexpensive metal sign, 18 by 24 inches, which can be easily read, and which tells each passer-by that the organization in question is affiliated with the Chest.
