LONDON, June 17.—A reliable suthority aaid today that Great Britain alons will regulate the actual sizes of both the British and German Navies under the terms of a hitherto secret provision of their 100-to-35 ratio agreement. By this step, allowing Great Britain to.be the virtual dictator of the new Nazi: Navy, Reichsfuehrer Hitler was #atd by this authority to be regarded as having taken a bold move toward winning the confidence and support of Great Britain, Tt was said that Germany accepled the role of being merely a consuitant in determining the tonnage strengths of the two fleets in return for the British approval of her having a navy far-in excess of the Versailles treaty limitations. In other words. Germany is re- garded as having given up to Great meanwhile preserving the 100-to-35 ratio. | Great. Britain was said to be. hopeful | that the agreement with Germany would lead to an international agree- ment. under which the five present naval powers—Great ~Britain, the United States, Japan, France and | Italy—with Russia and Germany, | would agree simaltaneously to publish | long-term naval building programs. Reports that Great Britain would | suggest to the United States the aban- donment of naval ratios was denied | authoritatively, but it was said the | Washington Government has known | for several months that Great Britain | believes making naval programa pub- | lic might yet be acceptable to the | Japanese. Diplomatic quarters said they con- | sidered that a suggestion for the aban- | donment of the Washington treaty | ratios could hardly come from Great | Britam now in view of & ratio agree- ment with Germany.
