R. A. has encouraged many, the light of earlier fears that with the sudden withdrawal of codes lhp United gears would fail to mesh. Nevertheless. Wall Street observers | | stress the fact that the period Just ahead is obscure. They feel that good behavior of big and little business the last three weeks affords no sure-fire | guarantee of its own continuance. Retail Sales Jump. As some see the problem, any rock- ing of the boat will be heralded by an attack on prices. For this reason particular attention has been given to the state of both retail and whole- sale business. Pronounced gains in retail trade throughout the country reported by the Department of Commerce in its ‘weokly survey of 33 cities have given much encouragement. On the other hand. wholesale activi- ties have been appreciably curtailed owing to an attack of nerves over the price outlook. Purchasing agents have resorted to two courses. Some have dickered with manufacturers and wholesalers for dis- | counts or rebates in the event of re- ductions, while others have stood | around awaiting possible price cuts, Price Cutting Feared. Unwillingness of wholesalers fo yield on price has produced a stalemate, | most pronounced in such articles as shoes and textiles. While few are willing to stake their reputations on the outlook. the con- sensiis seems to be that the majority of producers will keep wages up and long as they can others, they fear will shake the structure is a possible epidemic of price cutting. Should this break out. many feel they would be obliged ®o resort to reduction of wage and hour standards for self-protection. Secretary Morgenthau has let it be known that the Treasury is buying silver in an orderly manner, as offered, and that it has no desire to take the responsibility for such rapid and dis- Tupting price advances as were re- cently seen. Monetary Move Talked, Rumors persist. nevertheless, that the administration may make some monetary move calculated to direct attention away from fallure of the N. R. A. The reason given is purely and Wall Street puts little The thought is that, with business | apparently gathering momentum on the road to recovery, or at least evi- dencing much more confidence in the future, the public may get the notion that business-baiting bureaucracies have been a mistaken policy and a burden upon the country. A little gold juggling at this stage it is reasoned, might give a fillip to speculative price advances and prove to be a spur to business. The result would be less unanimity in crediting the upturn to N. R. A.'s demise, Wall Street Bullish. Wall Street. enters the new week rather bullish, but with some mental reservations which developments may aettle one v or the other. In th like to know whether this section of | the market will be able to maintain its end of the upswing. Of next importance, perhaps, is the question whether stocks will be |able to get through the resistance likely to be encountered at the “double | top” of the entire recovery movement, | which is just ahead—only a point away In the general averages. Next to these two tests of the market's technical position—ita sound- ress of wind and limb after the hroad advance it has already had—interest centers in the probable fate of the | Wheeler-Rayburn bill, with its death sentence for public utility holding companies.
