Such, in any case, is the judgment of Eli Wiley Gaffield of 921 E street southeast, Washington, who won ap- proximately $40,000 in the Irish Sweep- stakes lottery March 29 and who landed here from the Cunard liner Brittanic today en route to Dublin to claim the money. “People usually think that riches mean the end of trouble,” Mr. Gaffield says, “but actually they signify the beginning of all sorts of difficulties. | For instance, there is the problem of | the legality of such a prize as I have won. According to the postal regula- | | tions it is all wrong and according to the income tax laws it is all right. I have been trying for more than a | month to find out where I stand. In search of advice I took the whole problem to the president of a Wash- ington bank. He said he could not help me to collect, but he was per- fectly willing to have me get him a book of tickets. The Government atti- tude seems to be much the same. It does not approve of lotteries, but it wants its share of the winnings. ‘Warned of Temptation. Mr. Gaffield explains: “The pub- lcity I have had has brought me hun- dreds of letters from people I never heard of before. Complete strangers have written to warn me against the temptation of wealth and to suggest that they would be better fitted for the responsibility. Dozens of charitable organizations have solicited contribu- tions. Men, women and children have appealed for loans. Another portion will g0 to purchase a home for his parents in either California or Florida. “I do not want to be selfish.” he declares, “but neither do I want to waste my | fortune. A share-the-wealth phil- | osophy may be fine, but my $40,000 | would be only a drop in the ocean if 1 were to scatter it broadcast, while | it may be the source of a useful and | socially helpful life if I use it properly and wisely myself.” Mr. Gaffield is accompanied by his father, Elf G. Fraser, for 27 years a member of the White House police force, died Sunday at Georgetown University Hospital after a two-month illness. Seventy-three years old, the retired policeman, who had known six Presidents, made his home at 215 Chestnut avenue, Takoma Park. Born in Prince William County, Va.. on Sepembter 4, 1861, Mr. Fraser had lived in Washington since childhood. He entered the police force in 1897 and was transferred to White House duty five years later. 1929. He is survived by two sons, William A. Praser, attorney, of Akron, Ohio, and Joseph H. Fraser, with the In- ternal Revenue Bureau at Cincinnati, and a daughter, Mrs. Charles F. Alt- hoff of Montgomery Hills, Md. He also leaves a brother, Orville O. Fra- ser, and two sisters, Mrs. Lillian Barnes and Mrs. Agnes Reeves, all of Washington. His wife, Mrs. Louise E. Fraser, died in 1929.
