A—18 % TEACHER RATING REPORT IS READY Board of Education Will Hear Recommendations Tomorrow, The Board of Education tomorrow will hear recommendations from its Personnel Committee for changes in present methods of teacher rating, gupervision and promotion, long under fire by the District Teachers’ Union. A special meeting has been called for 3:30 pm. to hear the committee report, which was formulated after five lively public hearings and as many | closed committee meetings. These hearings brought out charges that rating officers sometimes were Influenced by irrelevant factors. The teachers contended that grades of “satisfactory” and “unsatisfactory” re- place the present ratings of ‘“‘emi- nently superior,” “superior,” “very ex- cellent,” “excellent,” *very good,” *“good,” “fair” and “unsatisfactory.” Mrs. Henry Grattan Doyle, chair- man of the Personnel Committee, would not say whether the report embodies recommendations for this change. Character education plans for next year will be discussed at a joint con- ference Friday afternoon of the board and special consultants. All plans are premised on an appropriation to finance continuation of the program. ‘The consultants are Dr. W. W. Char- ters, Ohio State University, and Dr. Ben Wood, Columbia University. The War Department is showing confidence in the future of a bill it is trying to get through Congress. The measure would increase the Cadet Corps at West Point by giving members of Congress additional ap pointees, The bill has passed the Senate and been approved by the House Military Committee with some modifications. Chairman McSwain, Democrat, of South Carolina, of that committee said the War Department already has sent a letter to legislators asking them to make their nominations for the extra cadets.
