Member See Era of Co-operation. BY EDWARD C. STONE. Mutual co-operation between the New York Stock Exchange and the S8ecurities Exchange Commission were pledged by President Charles R. Gay i ; and Commis- oner James M. Landis at the convention of the Associated Stock Exchanges in St. Louis last night. ‘The Washington E Exchange is dne of the 21 repre- sented at the meeting and the presidentisa Washington financier, W. W. Spaid. | In his first pub- lic address since his recent election President Gay said that the Securities Exchange Com- mission has the same desire to pre- serve the integrity of the markets, to protect investors and serve industry that the exchanges have. The national welfare comes first | and only those who make a definite welfare will be tolerated, he said. Any change of propaganda implying selec- tive and distorted presentation of facts leveled against securities markets, is a most unfair imputation, Mr. Gay said, and the stock exchanges in explain- ing their functions seek to present all the facts. Mr. Gay attacked the theory that securities markets are responsible for swings in the business cycle. “What- ever the final cause, be it monetary, industrial or psyghological, we know that it is not tH® securities markets. They are mirrors which reflect the changing fortunes of business,” he as- serted. Commissioner Landis said that “we are through with the series of mis- understandings and misconceptions that accompanied the entry of the Federal Govern- ment into the field of security regulation. We have Jearned something of the manner in which we can work to- gether.” With respect to the permanent registration of listed securities, which he de- scribed as the task most imme- diately confront- ing the commis- sion, Mr. Landis said he hoped the major portion of it will be accom- plished by July 1. | The convention is to close this aft- ernoon, re-election being slated for W. W. Spaid, as president. and Eugene E. ‘Thompson, also of Washington, as executive vice president. Bank Speakers Announced. Members of the safe deposit section of the District Bankers Association have received word that the two-day session of the National Safe Deposit | Convention at Asbury Park, June 7| and 8, will be addressed by United States Senator A. Harry Moore, Mrs. Harold Hoffman, wife of the New Jersey Governor: State Banking Com- missioner Carl K. Withers, Miss Helen R. Mallory, First National Bank, Elmira, N. Y, and Dr. Harry G. Thomas, father of Lowell Thomas. Holders of National Power & Light stock and of Associated Gas & Elec- tric, in this city, have received letters urging them to request their Senators to vote against the proposed bill to exterminate holding companies. “De- spite any reports to the contrary,” the National Power & Light Co. say “the bill provides for the disintergra- tion and destruction of your company and of other utility holding com- panies.” Associated Gas believes that “securities of public utility holding companies will come back as they did before, if the industry can secure re- lief from destructive legislation.” The Richmond Reserve Bank an- nounces the redemption of Home Owners’ Loan Corp. 4 per cent bonds, series 1933 to '51, on July 1, and the optional exchange offering of four- year 1'2 per cent bonds of the Home Owners’ Loan Corp., of series F-1939, to be dated and bearing interest from June 1, 1935, Underwriters Report Tomorrow. ‘Members of the District Life Under- writers’ Association and others will make final reports on insurance week results at a luncheon to be held at the Willard at 12:15. The affair is to be called a victory luncheon. The win- ning teams and individuals will be an- nounced, also the total number of ap- plications taken during the week and the aggregate sum involved. The goal of 1,000 new policies was passed some time before the end of the special drive, so the report is sure to arouse great enthusiasm. The underwriters will also hold their annual election of officers. Maj. L. L. B. Angas, author of “The Coming American Boom” and “The Boom Begins,” who is now visiting in New York, has turned over to Alfred A. Knopf, Inc., the manuscript for an- other substantial volume entitled, “Problems of the Foreign Exchanges,” for immediate publication. The book will come out in June. Maj. Angas now has retired from business and is devoting all his time to writing on economic subjects. Transit Stock Leads Trading. Capital Transit stock led trading on the Washington Stock Exchange to- day, closing 4 point higher than yes- terday’s new low mark. One hundred shares changed hands during the ses- sion, five consecutive 10-share sales, 8 40-share block and two five-share lots. The final bid was 15, with 153 asked, against 16 at yesterday’s close. Capital Traction 5s in the bond di- vision recorded a $1,000 sale at 96'%, against the last previous sale at 98. The remaining bond trading was in Washington Gas 5s, 1960, which re- corded three $1,000 sales at & new mark of 118, a jump of 2 full points since the last previous transfer. During the session 10 shares of Washington Loan & Trust Co. stock came out at 200 and two shares of Potomac Electric Power 52 per cent preferred moved at 1123 - LABEL SALES DECLINE. NEW YORK, May 21.—The stock market kept its feet on solid ground today and lifted a number of spe- cialties substantially higher. Profit taking among some of the recent climbers did not affect the list mate- rially. The closing tone was firm. Transfers approximated 1,100,000 shares. Business and industrial news was still cheerful, but a high degree of selectivity ruled in securities trading. Some of the copper stocks reflected the optimism expressed by Chairman Brownell at the American Smelting stockholders’ meeting. For the fifth time in slightly over a week the price of lead was raised. It now stands at 4.10 cents a pound in New York. Commodities were mixed. Corn was a bit soft. but wheat improved | Cotton held to a narrow range. Bonds | were irregular. Sterling was some- | what reactionary and the gold monies were quiet. Shares of Celotex preferred, Air Re- duction and Magma Copper got up | about 3 points each. Among others, up fractions to about 2, were Chrysler, American Tobacco “B,” Liggett & Meyers “B,” Universal Leaf Tobacco, American Can, Johns-Manville, Du Pont, Mathieson Alkali, Anaconda, American Smelting, Loew’s, Interna- tional Harvester, Standard Oil of New Jersey, Kelvinator, Cerro de Pasco and Amerada.
