POTOMAC, Md., April 8—Miss Sarah Jane Burroughs, a life-long resident of this vicinity, died yes- terday afternoon from a heart ail- ment in the house where she had lived her entire life. She would have been 83 years old next month. She is survived by two sisters and two brothers, Miss Hester Burroughs and Ira Burroughs of this vicinity, and Mrs. Harriet Houser and Millard Burroughs of Tenleytown, D. C. ‘The funeral will take place at 2:30 o'clock tomorrow afternoon from the Potomac Methodist Church, burial to be in the church cemetery. Finland Free of Strikes. Rites Tomorrow. Funeral services will be held at 11 o'clock tomorrow morning, in Arling- ton Chapel, with interment in the cemetery, for Rear Admiral Arthur Lee Willard, who had spent 47 years of his life in the United States Navy and who died suddenly yesterday at his home, 2101 Connecticut avenue, at the age of 65. He had been ill only a short time. A year ago Admiral Willard re- tired as commander of the 5th Naval District. He had been decorated with the Navy Cross and was a member of the Legion of Honor and the Order of Leopold. Native of Missouri. 21, 1870, he was appointed to the Naval Academy from that State and made an ensign in 1891. His first war service was in 1898, during the Span- ish-American War. At the begin- ning of the World War he was made a captain. For several years Admiral Willard was head of the navy yard here. His first tour of duty here was from 1906 to 1908. He refurned again in 1910, serving three years before going to sea, and was ordered back in 1915. Headed Gun Factory. In 1917, at the outbreak of the World War, Admiral Willard was | made superintendent of the Naval Gun | Factory here. For this service he | won the Navy Cross. | As a result of his co-ordinatiem of the Navy Gun Factory “to mees ex- | traordinary demands,” according to the official citation, Admiral Willard was given command of a light cruiser division, a cruiser division and of the Scouting Force, with the rank of vice admiral His last command was of the 5th Naval District, at Norfolk. By the Associated Press, The old congressional feud over the idea of forcing all State banks into the Federal Reserve System is being renewed and shows signs of causing more fireworks than ever. On the one side are Senator Glass, | Democrat, of Virginia and his follow- | ers, who believe the State banks should | join the system: on the Chairman Steagall of the House Bank- contend an independent State banking system is essential. The issue is wrapped up in the omnibus banking bill now being studied by Steagall's committee. One section provides that no State bank | may be allowed Federal deposit insur- | ance after July 1, 1937, unless it be- | longs to the Federal Reserve System. Steagall, it was learned today, in- | tends to move to strike the stipulation from the bill. That would leave the door open indefinitely for State banks | to obtain deposit insurance. But for the first time since the dispute started | Steagall finds a considerable number of his own committee members siding with Glass. Consequently, it w said, when Steagall proposes to delete the sec- ton, other committeemen will sug- gest that the eflective date be moved up a year from July 1, 1937, to July 1, 1936.
