HEARINGS PLEDGED ON HARLAN'S BILL Sumners to Push Measure to Give Cabinet Members Seats in Congress. By the Assoclated Press. ‘Thorough congressional study of the idea of requiring cabinet members to answer their critics in the halls of Congress was promised yesterday by Chairman Sumners of the House Ju- diciary Committee. He told newspaper men that he would order hearings soon on a bill by Representative Harlan, Democrat, of Ohio, which would assign seats on | House and Senate floors to cabinet members and permit them to join in the debate. | Sumners, like Harlan, has expressed concern recently that conditions had forced Congress to yield broad powers to the executive branch. Neither ob- jected to what had been done, but both seek to awaken Congress to its own responsibilities. House Interest Aroused. Harlan's proposal has aroused un- usual interest in the House. His main idea is that “among all civilized na- tions government is so involved with industry that an unprecedented ex- pansion of executive authority has been inescapable, and that where democratic governments have failed to recognize the necessity for expan- sion, free institutions have been re- placed by dictators.” He agrees that the expansion of executive authority was just “as in- evitable in the Urited States as any place else,” but says “if we are to maintain our former type of govern- ment the legislative power must be expanded.” Harlan emphasized that he was not “gunning” for any cabinet member. In his original discussion of the plan on the floor another member re- marked that all cabinet members might not be wanted on the floor. “I would not care to admit such a statement, but if it is so, then this bill is the very best bill we could de- vise to meet the situation,” he replied. Sees Broader Representation.
