Sultan Asks Closer Co- ordination Between Offi- cials and Citizens. Closer co-ordination between city officials and persons affected by their rulings was urged by Engineer Com- missioner Col. night in an address before the Forest | Hills Citizens’ Association meeting at | Ben Murch School. In an effort to speed improvements, Col. Sultan said, the Commissioners are trying to concentrate responsi- bility in the various District- depart- ments. Divided responsibility and petty technicalities have been the ‘tause of unsatisfactory District man- sgement, according to Col. Sultan. School Additions Being Completed. The association was promised by the Commissioner that the additions to the Alice Deal Junior High School and Woodrow Wilson High School will be ready for occupancy next Fall. Forty-one per cent of the Woodrow Wilson High School is now complete. Although he expressed dissatisfac- tion over the curtailment of the street lighting appropriation, Col. Sultan said there is nothing to do but de- crease candlepower and cut down on the number of street lights in order to remain within the budget. Approval of the efforts of the Com- missioners towards a modified plan for the Municipal Center was record- ed by the association. The group said the original plans for the center ~were formulated prior to the depres- zlon on an elaborate scale, largely ¢nrough the insistence of the Federal Government, and it would now be impossible to finance such monu- mental structures. Parking Ban to Be Studied. The proposed ban on all-night parking on specified boulevards was referred to a committee by L. A. Carruthers, president. The adequacy of the personnel and pay of the Police Department will be studied if the Federation of Citi- | zens’ Associations adopts the sugges- tion of the Forast Hills group. Crespo, member of the Pan- ama Assembly, in a speech in the Chamber of Deputies yesterday said the Panama treaty with the United Stales “is one of the most infamous and wicked that has ever been im- | posed on any people.” Crespo said Panama would not ac- cept any revision of the 1903 treaty which does not give Panama complete sovereignty.
