MOONEY SCOUTS SAARWARTHREAT) ©* General Motors Execuhve Sees Political and Mone- tary Crises Passing. By the ssoclated Press. NEW YORK, November 30.—James D. Mooney, president of the General Motors Export Co., arrived yesterday on the Italian liner Rex with the prediction that the stage is bemg set for world recovery. Mooney said he was hmoened by conditions, particularly in England and Germany. Political and monetary crises, he believed, will be passed without difficulty. “The Saar plebiscite will look like | an impending and serious crisis,” he said, “until the vote is taken in Jan- uary. The vote, I believe, will be in favor of return to Germany. After the vote the situation will cool off, &nd, like many another crisis, will fade out of the public mind. There is not a real threat for war in the Saar sit- uation.” Of Germany, he said, “it is un- doubtedly feeling the pinch, to some extent, for certain raw materials, due to lack of sufficient foreign exchange to import them in required quanti- ties. However, * * * I have not the slightest doubt that Germany will be able to get through the Winter with- out a really serious crisis in its eco- nomic affairs.” Mooney viewed as hopeful signs in- creasing importation abroad of Amer- ican manufacturers and the free mar- ket for gold in England which, he said, “will provide an automatic ad- justment of prices which will tend to iron out price discrepancies as they arise, rather than let them pile up for a crash.” He was satisfied that “England gen- erally is humming along quite steadily and London is literally booming.” Kellogg Leaves Hospital. By the Assoclated Press. CAMBRIDGE, Mass., November 30. —An inquiry into the Nation’s patent habits seems to indicate that Yankee inigenuity, long regarded as an ex- clusive possession of New England, may be going West. A survey conducted for Technology Review, publication of the Massa- chusetts Institute of Technology, pub- lished yesterday, points out that gad- gets, once an important output of New Englanders, now loom larger in the patent production of California. “Gadgets cover a wide variety of things,” says the article. “Among those noted as emanating from Cali- fornia were ironing boards, incense burners, nether garments, necktie racks, lamp-shade holders, tobacco pipes (always a favorite), safety razors, electric alarm clocks, potato THE EVENING STAR, WASHINGTON, planters, anti-burgler locks, body vi- brators and eye cups.” Sectionally, New England led the list with an average index number of 134; the Middle Atlantic States, in- cluding New York, New Jersey and lvania, Delaware, Maryland and West Virginia, had 125; the in- dustrial West, Ohio, Indiana, Iilinois, Michigan and Wisconsin, 133; the agrarian West, Minnesota, Iowa, Mis- souri, North and South Dakota, Ne- braska and Kansas, 44; the Mountain States, including New Mexico and Arizona, 48; the Pacific Coast States, 115; the South, exclusive of Texas and Oklahoma, 12, and the latter two States together, 26.
