FIN ANCIAL. SECONDARY BONDS INFURTHER GAINS Low-Priced Rails Again in Demand in Short Sat- urday Session. BY VICTOR EUBANK, Associated Press Financial Writer. NEW YORK, November 24¢.—Due to & further recovery of secondary issues, the bond market displayed a firm un- dertone in today's brief session. Low-priced rail loans were again in demand, as were scattered utilities. The industrials, while not so active, were relatively steady. The majority of United States Government secur- ities were a trifie higher, while the foreign department was somewhat irregular. The secondary groups ap- parently were stimulated by another upturn in stocks. Total Transfers, Transfers totaled $6,280,000, par value, against $7.621.000 last Satur- day. 'The Standard Statistics Co. av- erage for 60 domestic corporate bonds advanced another 2-10 of a point to 84.3, the level at which this composite started at the beginning of the week. Gains of 1-32 to 3-32 predominated in the Federal list, although there were a few scattered small losses, and several issues were unchanged. Home | Owners’ Loan 4s eased 1-32, although at 100.27 they were still at a premium above their par call price. Among rail gainers of 1 to around 2 points were some liens of Alleghany Corp., Baltimore & Ohio, Central Pa- cific, Erie, M-K-T. Lehigh Valley | (Pennsylvania), New Haven, Frisco and Southern. NEW YORK, November 24.—The Hartford Electric Light Co. has an- nounced a one-year plan, to be ef- fective from December 31, under which each domestic customer who increased his power consumption by five kilowatt hours per month will be enttitled to the free use of 25 additional kilowatt hours per month. If he increased his con- sumption by 10 kilowatt hours per month the customer will be.en- titled to 50 kilowatt hours free. ‘The company stated its objective is to increase consumption of power so that on December 1, 1935, it may inaugurate a flat rate of 3 cents per kilowatt hour. The weak links in the chain are Belgium and Switzerland. France cannot carry her associates in the bloc in spite of her enormous accu- mulation of gold and the political unity of the rentier and civil classes who would suffer most from devalua- tion. It is obvious that a collapse of the bloc would mean a period of de- moralized currencies and of trade sus- pension. It would also bring the United States forward as the only country in the world with a gold cur- rency; that is, one willing to buy or sell gold at a fixed price. The logical sequel of such a col- lapse would be a quick arrangement between this country and Great Brit- ain for an adjustment in the parities of the dollar and the pound sterling as something to which the rest of the trading nations could tie. Without it, much of the benefit of the recovery in England would be lost, and a further | shock to business sentiment here would occur. For this reason it seems poor policy to wait for what appears in- evitable and take its consequences. The statesmanlike plan would be to anticipate the event and obtain sta- bilization of the dollar and the pound at a proper rate, and so ease off the effect of a break-up of the gold bloc. It might be possible to arrive at a point satisfactory to both parties to the negotiations and effective for a period of say, six months while other problems were being worked out. The important thing is to anticipate the pending trouble and not permit it to get out of control before deciding to do something to offset it. The United States has the whip hand in this situation.
