CAPITALISMOF .S INCUBA ATTACKED Country Pauper and Ruined, i Former University-Faculty Member Avers. Behind each of the varying attitudes of the United States toward Cuba since the Spanish-American War special in- terests may be identified, Dr. Herminio Portell Vila, a former member cf the faculty of the University of Havana, told a seminar conference on Hispanic- American affairs at George Washington University yesterday. He said: “The first republican gov- emment in Cuba was friendly to the tobacco trust and the Speyer interests. | ‘The second Cuban administration saw | the rise of the Morgan interests in Cuba, ! Under the third there was a change and ! the sugar interests became all-powerful. “After the enactment of “tariff bills | against Cuban sugar, the fourth regime was the godchild of Morgan & Co., the National City Bank of New York, the | railroad companies and whoever had something upon which to offer a bar- gain. “Under the present administration in Cuba these special American interests have been represented by the Electric Bond & Share Corporation, a Morgan- controlled utilities company; the Chad- bourne sugar plan, protecting the QGeneral Sugar Co., which is contrclled by the National City Bank of New York; the railtoad interests and the huge loans to Cuba by the Chase Na- tional Bank.
