Naval Reserve pended, there was intimation in some circles that if the National Guard was provided for in the way of drills and | encampments, the Naval Reserve would | receive the same treatment, but so far there is no indication of any action. Last year. when the land troops re- ceived their full periods of training, the Naval Reservists were required to | stay at home, ostensibly as a part of the economy move. For this reason the citizen sallors are beginning to wonder whether or not their organiza- tion is being looked after as well as that which looks after the interests of the land troops. Not only have their annual cruises been halted, but after the first of July, it was learned, there will not be any money for th~ purchase of fuel for the new training boat which has been as- However, a full month's supply of fuel is seen for July, but after that the officers and men will have to bear the expense of running the boat if they desire to take it out. For the month of July, a local firm has offered to donate enough fuel to run the boat, which amounts to about 100 gallons each week end. This donation was obtained through the efforts of Lieut. Comdr. Walter C. Lockhart, chief engi- neer of the local battalion. It appears likely that if something is not done by the Navy Department offi- cials in the way of securing sufficient funds for the training of Naval Reserv- ists the Reservists will have to | wage their “own fght through their organization. They believe that if the | 1and forces are able to obtain sufficient funds for their training there should be enough money to provide cruises for the Reservists. It is true that opportunities have | been offered Rescrvists from time to time during the year to make individ- ual cruises, away from their organiza- | tions, but it was pointed out that the Navy Department in each case requires that the officers bear their own ex- penses, including the mess bill on the ships, and that both the officers and enlisted men pay their own transporta- tion expenses to and from the ports :;lw}uch they embark on the désignated Ips. On the other hand, the Reservists point out that the National Guard members are not required to bear any expenses in connection with. their training. Unless funds are specifically appropriated for the Reservists in the naval appropriation bill, they fail to see how the Navy Department can make any provisions for them, particu- larly for pay. As Congress has ad- journed it is too late to make any financial provision this year, and in the meantime the National Guard, it was pointed out, will have their training as usual.
