The British plan now is being discussed by the| conference. The Japanese amendment asserts that Japan cannot share the view that | 1t is desirable to establish a new agree- | ment on the basis of existing trepties “which are unstable in character and which will soon expire.” Hence, the Japanese contend, there is no reason for referring to them. Repudiates Davis’ Suggestion. Ambassador Sato insisted the Japa- nese amendment did not affect the structure or existence of the Washing- ton and London tregties. He repudiated a suggestion by Norman H. Davis, American ambassador at large, deletion of the reference would have unfortunate effect on public opinion. ‘The Japanese representative com- plained that the British plan merely provided for a truce in naval arma- ment and did not provide for reduction. If the conference had mccepted the Japanese proposals of last December, Ambassador Sato said, it would have meant a reduction in the total tonnage of 880,000 tons from the tonnage now. possessed by the.
