NEW ENPLOYNENT NEASIRE P SN House Leaders Say Bill Pro- viding Federal Service Is Like One Pocket Vetoed. By the Assoclated Press. The bill to set up a new Federal em- ployment service will be taken up as soon as pending bills on the President’s | emergency program have been disposed of, possibly next week, House leaders have decided. The bill 15 virtually the same as that | passed by the last Congress and pocket- Vetoed by President Hoover. Secretary of Labor Perkins in a let- ter to Representative Peyser, democrat, of New York, co-suthor with Senator ‘Wagner, Demacrat, of New York, yes- terday said’ that, without such a sys- tem as the bill would set up, “chaos in the labor mmarket is inevitable.” Co-opération a Feature. The bill provides for co-operation among States on _employment services through a Federal system. It would appropriate $1,400,000 for this work the first year and $4,000,000 for each fiscal year through that endng June 30, 1938. The new system would absorb the employment agency nOW operated by the Labor Department. Federal funds would be spent in the 24 States that now have employment services on a basis of one Federal dol- lar for each State dollar in the 24 States that do not have such agencies, temporary Federal establishments would be et up to remain in operation until six months -after the next session of the Legislature. In each State there would be a Fed- eral contact man, who would work with the central clearing house in Wash- ington. Application in Home Tewn. An unemployed person seeking a job' would apply at a State office in his home town. If there was no opening in his State there might be in another. The * State office, through its co-operation | with the Federal Government, would | know that, ard would put him in con- tact with the right office. If he got the job, he would not owe a fee to anybody. If he were a veteran, he could apply for the job to a veterans’ employment agency, of which the bill would create 50, one in each State, the District of Columbia and Hawall.
