HILLDENES PUN FOR PRESS CENSOR Declares Secret Code Bill| Had No Relation to Newspapers. By the Associated Press. The State Department contemplated *not the slightest relationship” between the press and the secret code bill passed recently by the House, Secretary Hull stated in = letter to Representative Black, Democrat, of New York, made public today. Black had written Hull asking the origin of the bill he had attacked on the | House floor as “press censorship.” { “When I assumed my present official position at the State Department,” Hull replied under date of April 21, “I soon learned that certain individual acts of | interference with secret governmental | code information in process of transmis- | sion between this and other countries, or like information in process of trans- | mission between a government and its | diplomatic mission in the United States | and the threat to make the results pub- | lic, imperatively called for immediate | ;cunn making such publication unlaw- | ul. “I thereupon telephoned a ranking | member of the appropriate committee of the House of Representatives, call- | ing attention to this state of facts and suggesting appropriate legislation to make unauthorized publication of the | particular kind of code information just described unlawful. * * * “Some days later I was informed that & number of officials in two or three branches of the public service collab- | orated in the preparation of the | measure against which you complain | and also that certain of its provisions | were being objected to upon the ground | that they intringed upon the freedom uch effects as to the press, of | re not remotely contemplated | yself in telephoning, nor, I_am sure, were they contemplated by those | responsible for the final draft of the bill in question. “At any rate, I at once urged that | any provisions that could possiBly be construed as to the least affecting the freedom of the press be stricken out of the bill. There is not the slightest relationship between the protection of code information as aforesaid and the utmost freedom of the press. * * * “My individval view is that the Amer- fcan public should suffer incalcuable injuries in other respects before the freedom of the press should be imjur- fously affected to any material extent whatever.” HONOR FOR DR.
