FINANCIAL. TRADE GAINS HELD IN FIFTH DISTRICT .- .- Retail Business Since Easter Has Shown Firm Trend, Bank Reports. BY EDWARD C. STONE. Retail trade in the fifth Federal Re-| serve district has held up well since | Easter, according to the Federal Reserve Bank of Richmond, and April is now | expected to compare favorably with the’ same month a year ago. April is far enough along to get an excellent indi- cation of what the whole month will| show and the results to date have been gratifying, Richmond bank officials state. Agricultural conditicns in the fifth| Reserve district remain favorable, the banking situation is showing continual improvement in this territory and an increased feeling of optimism is noted in the five States and the District of CO-I Jumbia | Present production of coal is ahead of the seascnal average. An improve- ment in railroad car movements is nlm' reported. At present the building situ- | ation seems to be the most unsatisfac- tory of any line in the fifth Reserve area Reports from the Atlanta area show gains in retail trade, volume comparing well with the same period a year ago. Atlanta als> reports gains in employ-; ment, in factory pay rolls and some 5| to 10 per cent salary increases. Th!J demand for building materials has also | picked up during the past few days. P. Gian- | nini educational endowment prize. Treasury Notes Payable in Gold. Notwithstanding the talk of dollar | devaluation, announcement of the Treasury offering of $500,000,000 275 per cent notes, due April 15, 1936, con- tained the usual statement that prin-| cipal and interest of the notes “will | be payable in United States gold coin | of the present standard of value.” A feature of the statement is that| the Secretary of the Treasury reserves the right “to increase the offering by an amount sufficient to allot in full all subscriptions up to $10,000.” Matur- irg certificates also will be allotted in full, if offered in exchange for the notes Books will be kept open several days for receipts of subscriptions up to $10,000. Purpose of this move was explained at the Treasury as cne giv- ing individuals and small investors every opportunity to invest in their Government. It is also believed that the administration hopes to reduce hoarding somewhat by this procedure. Banking institutions which have been licensed to resume their normal bank- ing functions are permitted to handle subscriptions in the usual manner. Un- ilcensed banking institutions are au- thorized to accept applications for sub- scribers and to hold in segregated ac- counts funds tendered in payment pend- ing transmittal to a Federal Reserve Bark or branch. Virginia Bank Joins Reserve. The Planters’ Bank & Trust Co. of Farmville, Va., with a capital of $50,000, has been admitted to membership in the Federal system, according to a ‘Treasury announcement. This state- ment follows Saturday’s report that the American Security & Trust Co. of this city had been admitted to Reserve membership. These two banks bring the number to 41 which have joined the system since the national banking holiday. . Local bankers continue to follow every move in connection with the Gla. banking bill with the greatest interest. Senator Glass states that some form of insurance on bank de- posits will remain in the bill. He made this statement after talking with Presi- dent Roosevelt. The branch banking provision was also discussed, he said. Senator Glass feels that the chances of passage of this bill have been given a real boost by the conference between the subcommittee of the Senate Bank- ing and Currency Committee and the President. Trading on Local Exchange. Washington Railway & Electric 4s opened the trading on the Washington Stock Exchange today. One $500 and three $1,000 sales were recorded at 85. After call, $1,000 Washington Gas Light 5s, 1958, came out at 811;. Bid- ding_then turned to stock. Ten shares of Mergenthaler Linotype moved at 235, 10 more at 233 and 4 more at 24 flat The day's final sales were four 10- share lots of Washington Railway & Electric_preferred, all made at 80. The Washington Stock Exchange will soon go on the Summer schedule, the daily session taking place an hour ear- lier than at present. The change takes place next Monday, when the New York Stock Exchange also changes its time. Commodity Prices Break Record. Wholesale commodity prices, last week, showed the largest weekly gain in several years according to the index of the National Fertilizer Association. ‘This index advanced 11 points during the latest week. During the preceding week there was a gain of 3 points and two weeks ago there was also an up- turn of 3 points. The index has ad- vanced 17 points during the latest three weeks, the largest continuous gain in more than two years. The latest index number, 58.2, is at about the same level as at the first of 1933. A year ago the index stood at 61.9. New Delivery Permit Urged. The Pennsylvania Railroad filed with the Interstate Commerce Commission an answer to a petition to suspend the tariff, now in the hands of the com- mission, covering the collection and de- | livery of freight in New York City and the metropolitan district of New Jersey, in which it is argued that dis- | cussion will not 'contribute toward the solution of the problem a fraction of what would be leamed by experiment. NEW YORK, April 25.—The Ameri- can dollar was slightly firmer today in terms of Canadian exchange following announcement that Canada had passed an order in council suspending redemp- tion of Dominion notes in gold. BY GEORGE T. HUGHES. Special Dispatch to The Star. NEW YORK, April 25.—Stocks closed lower today after two waves of selling had swept over the market, one in the first hour and another in the last. At the lows the losses ran from 1 to 4 points but the average was between 1 and 2 points and was not out of pro- portion to the previous rise. The best showing was made by the electrical manufacturing stocks, the steels and some of the utilities. The olls suffered from the price cutting in- {augurated by the Texas Co. in the East Texas fields, and the ralls slipped off rather easily. Taking the list as a whole, however, prices held as well as could have been expected. Commodities went off with stocks. Rubber held up for a time, but it was down in the late afternoon. The set- back in cotton was moderate, as was that in sugar. Wheat had a hr[er loss, final quotations being down over two cents a bushel. Along with the reaction in stocks and commodities, the dollar rallied in terms of foreign currencies. Among the strong stocks were Na- tional Steel, General Electric, Indus- trial Rayon and Consolidated Gas. Allied Chemical was weak. The turn- over was about 1,000,000 shares smaller than on Morday, with the greatest ac- tivity when prices were declining. Heavy selling featured the stock market at the opening. Large blocks came out on the tape 2 to 3 points lower for the higher-priced issues, with corresponding losses in the rest of the list. A steady stream of offerings poured into the market all through the first hour, but it did not yie'd much below the initial transactions. Support was in evidence and, everything considered, prices held surprisingly well. The turnover in the first half hour was 630,000 shares, somewhat below the 940,000 total of yesterday, but still a very large business. Having absorbed the early realizing, the market first steadied and then began to regain the losses. By noon it was back almost to where it left off last night. A few stocks put up stout resistance all through the reaction and they were the first to forge ahead when the pres- sure was lifted. Prominent among these were the motor shares, Chrysler and General Motors. Auburn rebounded ag- gressively. General Electric was promi- nent among_the old-line industrials at approximately the highest of the year. The steel shares were in good demand, particularly National Steel, Westing- house Electric came to the front a little later. General Foods was firm through- out, reflecting the favorable earnings statement. Electric Autolite was the | feature in the accessory group.
