Rail and Sugar Issues Gain. Sugar and rail shares led the late advance. Sugars moved up in sympa- thy with another flurry of buying in raw suger futures, the general action of the commodity markets, however, was not of a character to inspire further bullishness in stocks. Wheat was un- settled, as sentiment remained confused over the drastic provisions of the pro- posed farm relief measure. Rails pushed up, despite a sharp re- duction in car loadings shown in to- day's report, covering the week ended March 11, inasmuch the figures re- flected chiefly the banking holiday. The drop from the previous week was 40,014 cars. Compared with last year, the freight movement was off nearly 2¢ per cent, comp-.refl with a divergence of only 14}, per cent in the previous week. Exceptional gains were an upturn of nearly 2 points in South Puerto Rico Sugar, and of 3% in Delaware & Hud- son. American Sugar gained more than a point. Issues up fractions to a point included New York Central In- ternational Harvester, Case, Standard of California, United ~States Steel, Santa Fe, Union Pacific, and Great Western Sugar. American Telephone and Lowes were isolated soft spots, off as much as a point. Small fractional recessions ap- peared in General Motors, Woolworth, North American, Anaconda and du Pont. Commodity prices were watched closely. ‘A number of indices show the general level of principal raw staples up almost 410 per cent over that prevailing before the bank holiday. But what Wall Street wants to know now is whether the up- turn will prove to be more than a tem- porary flareup, such as that which oc- curred at the time of the intergovern- mental debt moratorium in the Summer of 1931. Foreign Exchanges Mixed. While some of the upturn was pre- sumably due to shortages in some lines due to slackened movement during the banking holiday, and to recent specu- lative flurries based on hopes of infla- tion, analysts point out that the resto- ration of confidence in iiself may have a bolstering effect, particularly if fol- dowed by substantial business recovery. Sugar, the firm spot in the day's leommodity markets, rose .02 to .06 of cent a pound in the raw futures mar- et in very active trading. Cotton held p well, closing about unchanged. But wheat lost about a cent during the earlier trading. - Foreign exchanges were mixed. The ench franc rose 55 of a point to 3.94% ts, but the belga receded a little. *Sterling cables ruled % of a cent lower at $3.46. Industry Is Hopeful of Sea- sonal Upswing—Current Rate 15 Per Cent. NEW YORK, March 18.—1’ith the resumption of banking faciliies, the steel trade anticipates releases on de- ferred orders and specifications though the financial situation checked con- suming_interest to a considerable de- gree. This became apparent with the automobile industry, dealers having been unable to finance orders placed, while individual sales, in some in- stances, were cancelled. The trade still is hopeful for a seasonal upswing, but production gains over January and February in steel ingot output have lost, current operations barely reaching 15 per cent, on the average. Requirements in pig iron and semi- finished steel have been limited, and merchant iron output c ‘rtailed. Other primary markets have been guieter, with fuel in lessened demand. Scrap has been fairly steady, and is firmer in the Pittsburgh market than at some other point; quotations show a considerable spread. Structural steel awards temporarily have been held up by the bank holiday, but a good uqnnu in tonnages is in prospect, mainly public and semi-public projects, Fabricating shops are net uni- formly active, some plants being suc- cessful in booking business sufficient for 60 or 70 per cent operations, though the average is well under these figures. Sheets and strip steel have been the most seriously hindered of any finishing departments by the let-down in auto- mobile building. Current specifications are falling behind the working sched- ules which are rather irregular. Tin plate has been holding at around 35 per cent. In non-ferrous roofing materials, opper sheets this pagt week experienced a revival in demand, shipments gaining 10 to 20 per cent. An advance in crude copper stimulated interest. 8igns of stabilization in finished steel quotations have been growing, though, to some degree, the volume of strictly new business has not been sufficient to fully test quotations. Most lines have been reaffirmed for the second quarter, minimum prices on sheets and rein- forcement bars placing these descrip- | tfns on a sounder basis. A marked turn for the better in iron and steel inquiry developed this week in the Chicago district.
