NEW YORK, February 1.—A sharp decline in Canadian government bonds and in all of the active Canadian rail- road issues resulted today from an-| other slump in Canadian exchange, which was at the greatesi discount since last Autumn. The Dcminion 4s were off 3'; points to 80, compared with 88 last month. The 5s, which sold at 10112 in Janu- ary, were around Y8. Canadian Pa- cific debentures 4s were off 13 points to 60, compared With 6812 recently, while Canadian Northern s nnd Grand Trunk 7s both had substantial losses. It was the opinion of observers of this section of the market that British in- stitutions were selling Canadian se- curities and buying those payable in sterling. An improvement in sentiment toward junior railrcad bonds was created by the unexpected position which Commis- sicner Eastman of the Interstate Com- merce Commission expressed today cn loans to weak railroads by the Recon- struction Finance Corporation. His opinion was that such lcans should bz | made if they could be obtained on reasonable texms and that they were in the public interest. Loans of this na- ture assisted the Missouri Pacific today in paying Februery 1 interest. The much questioned payment of the cou- pon on the Denver & Rio Grande West- ern 55 was also met. These bonds, Vlhlch recently sold at 11l:, rallied to 1 F‘mrn the standpoint of prices there was not much direct response to the Eastman statement in the first half of the session. Later considerable buying demand grew out of it in the specula- tive section of the rail list. High grade rails were at an average somewhat under that of Monday. The new Cincinnati Union Terminal 5s sold at 102 against 103 yesterday. There was an improvement in the second grade public utilities, with Detroit Edi- son issues quite strong. One of tha fe2- tures of the day was the strength in New York City loans following a reduc- tion in the municipal budget. Industrial bends showed considerable frregularity. Trading at times was active, with utilities showing signs of pressure. ‘The leader, Electric Bond & Share, steadied around midday after its earlier decline of a half point. Consolidated Gas of Baltimore was conspicuous by its firmness. Standard Oil of Indiana opened unchanged but later eased. Cities Service was off slightly. The further decline in weekly elec- trical output and talk of cuts in rates brought renewed offerings of utilities toda; Earnings and dividends, rather than the weekly statistics showing a drop in crude oil output, but & gain in gasoline in storage, caused the heavi- xtra | ness in petroleum securities. Cnmmonwennh & Southern warrants ‘This com- has the greatest interest in the disposition to be made of Muscle Shoals. Pennsylvania Water & Power quickly sold off saveral points, l.haugh the Federal Power Commission & thorized the company to issue 31, v:n shares of $5 cumulative preferred stock.
