TWO CIRCLES GIVEN NEW TRAFFIC STUDY Changes at Thomas and Logan by Committee Named by Board of Trade. A study of possible new plans for handling traffic at Thomas and Logan Circles will be made by a group of mem- bers of the Streets and Avenues Com- mittee of the Washington Board of ade. tate the handling of traffic at those points.
