HSINKING (Changchu), December 15.—Manchukuo authorities here are | proud of the accomplishments of thei Central Bank of Manchukuo, which, during its six months of operation, has made commendable progress in unifying | and stabilizing Manchuria’s compli- cated currency system. Prior to Japan’s occupation of Man- churia in September, 1931, and the subsequent birth of the “independent” state of Manchukuo, Manchuria’s di- verse and fluctuating currency was at times a severe handicap to the develop- ment of normal commercial intercourse. It was charged, and probably not with- | out justification, that military officials were guilty of manipulating the note issues of provincial banks in such a way as to cause hardships and loss to the farmers whose produce was pur- chased with inflated notes and re-sold by the government in terms of foreign currency at handsome profits. To Facilitate Marketing. ‘To facilitate the marketing of the soya bean crop, Manchuria’s staplevex- | port, the four semi-government banks | bought directly from the farmers, paying them with provincial bank notes | which frequently had greatly depreci-| ated in value, due to inflation, before the farmer was able to convert them into coin or merchandise. The beans were then sold by the banks to export- ers in terms of staple foreign courrency. ‘The function of the banks in the marketing scheme was a recognized and necessary one; the abuse of that function doubtless resulted in hard- ship to the farmers when unsound cur- rency inflation depreciated the value of provincial bank notes. The financial practices of the former provincial banking institutions may have been founded upon necessity and not upon personal expediency, but all impartial observers admit that a uni- fied, stable currency system will be a boon to the economic development of Manchuria, no matter what regime puts | it into effect. | ‘The Central Bank of Manchukuo was established June 15 of this year with a | capital of 30,000,000 yuan, the yuan be- | ing the basic unit of the new national | currency. The yuan contains 23.91 | grams of pure silver in weight and is | roughly equivalent to the Chinese yuan | or so-called Mexican silver dollar. The | currency is computed according to the decimal system, one-tenth of a yuan being designated as a “chiao,” one- hundredth of a yuanas a “fren” and one-thousandth of a yuan as a “l.” Currency will be issued in the following nine denominations: Paper money, 100 yuan, 10 yuan, 5 yuan, 1 yuan and 5 chiao; nickel coins, 1 chiao and 5 fen; copper coins, 1 fen, and 5 li. One American dollar at prevailing exchange rates is worth about 4.78 yuan. “Private” Notes Outlawed. ‘The old note-issuing banks—the Bank of the three Eastern Provinces and the Frontier Bank (in which Marshal Chang Hsueh-Liang was heavily interested), the Bank of Kirin Province and the Bank of Heilungkiang Province—were amalgamated with the Central Bank when the latter opened for business on July 1, 1932. As a result of the merger, the Central Bank agreed to take over the assets and liabilities of the four old banks and to redeem their note is- sues at officially fixed exchange rates. Privately issued bearer notes, of which there were more than a hundred dif- ferent kinds in circulation, were out- lawed and forbidden circulation. In less than six months the Central Bank has re- deemed and retired 50,000,000 yuan in old notes and has issued 42,000,000 in new notes to replace them, leaving approximately 93,000,000 yuan worth of old notes still in circulation. Fifteen different kinds of paper notes issued by the old banks are still in cir- culation in Manchuria, but are ravidly being redeemed by the Central Bank av fixed exchange values and replaced by new national currency notes. The new currency has shown no wide fluctua- tions in exchange value and at present the Manchu yuan is quoted 4 per cent higher than the Chinese government silver dollar on the local exchange. Dollar Movement Checked. A month ago, when silver dollars from China proper could be imported into Manchuria at a profit of approxi- mately 1 per cent, silver dollars were being shipped into Manchukuo in large quantities. This movement of late has been checked, however, because of the gradual increase in exchange value of the new Manchu national eurrency | notes. A phenomenon indicative of the gen- eral confidence in the new national curency of Manchukuo is the fact that while Japanese currency has recently depreciated in exchange value in rela- | f tion to the currency of China proper, the Manchu yuan during the same period has shown a slight appreciation. The Central Bank is a joint stock company organization, “for the purpose of adjusting the circulation of national currency within the state, to safeguard its stability and to control the circula- tion of mony.” Its head office is sit- uated in Changchun, or Hsinking, as the new capital of Manchukuo has been renamed. Seventy-three million yen, or 54 per cent of this amount, he stated, is covered by a re- serve of gold and silver bullion and coin, and gold and silver desposits in oreign banks. The lowest figure which the Central Bank note issue has reached since the institution was es- tablished was 118,000,000 yuan on Oc- tober 10.
