Simmons, member of the - staff of the United States Bureau of | Efficiency, made a strong plea for mem- | bership in Christmas savings clubs, in | _@ radio address last night, sponsored by the Bank of Commerce & Savings. Mr. Simmons said in part “Present_conditions require that more gttention be given to our individual financial programs. Practically every- one is receiving diminished incomes | @nd, at the same time, more demands and requests for financial aid. These ronditions make it more difficult for | the individual to plan the budget. and | saving becomes more vital than ever. “Unless provision is made to deduct | from income at_regular intervals a specific amount, however small, the | average salaried person and wage earner will find that current income will| seldom_exceed current expenses. On the other hand, if provision is made to make weekly payments on a Christ- mas savings account, you will find that the remaining income will still meet| expenses and, in addition. you will be building a reserve for relief of an al- ready ever burdened financial load. It is a long step toward financial inde- | pendence. So I suggest that you set aside your savings first. Volume was not especially large and there was no sign of hasty liquidation, but on the other hand support was lacking. Sterling exchange at $3.33 was at a new high on the recovery. Francs were off a small fraction. Commodity movements were mixed. The grains left off fractionally lower. Coffee ral- lied 10 to 20 points and sugar was up 1 to 3 points. Rubber improved. Toward the end the stock market ral- | lied slightly on covering. ‘The selling in Unitea States Steel common and preferred appeared di- rectly at the start. Both issues made new lows on this reaction as the com- | mon dipped under 28 and the pre- ferred under 57 in the first hour. The | extreme bear market low for steel com- mon was 21'y on June 28 and the low for the preferred 51} on the same cay, | so that at these prices the common was over 6 points zbove its low and the preferred about 5 points. It is believed that the short interest in bown is large. Tobacco stecks were soft. American Tobacco “B” was down from 2 to 3 points. as was Liggett & Myers “B." ‘The stocks were influenced by unfavor- | able tobacco sales statistics. Loew's was reactionary. down at one time 2 points. American Telephone & Telegraph. sell- ing “ex” the $225 quarterly dividend, dropped back something over a point but was relatively better supported Railway shares were inactive but most of them lower. Delaware & Hud- son and Union Pacific had the largest losses. The heaviress, however, was more sympathetic with that in the rest of the list than with ary news relating to the railways. Announcement of a recevership for the Central of Georgia was not a factor in the market In another quarter where outside de- velopments might have bee: expected to influence prices, there was little of it. The latest reduction in [ ne charges were not reflected in the mar- ket for the oil shares.
