A-10 e s SHORT-TERM DEBT REFUNDING IS SEEN Financial Operation to Cut Nation’s Interest Bill Is ‘ Backed by Mills. By the Associated Press. Refunding of billions of dollars in outstanding Treasury securities in the near future appears possible to financial experts following Secretary Mills’ state- ment before the House Ways and Means Committee that such an operation is desirable. At the same time the experts regard | it as almost mandatory that the Gov-| ernment fund some of its immense | short-term obligaticns into long-term | bonds. A refunding operation on the | outstanding $8,201,213,050 liberty bonds | would give the Government a vehicle | in which to carry along some of its short-term debt on the same terms. Largest Sum in History. ‘The situation at present is that the| Government's short-term obligations have reached the largest amount in its history—$5,031,000,000—exclusive of the | 90-day Treasury bills with which Sec- retary Mills has raised needed cash. In | addition there are $6,268.000,000 of fourth 415 per cent liberty loan bonds | which mature in 1938 and are callable xt vear and ‘$536,000,000 of first 4!, libertics now callable. Al\u there outstanding $1.392.- 227.850 of first liberties bearing 3! pir cent interest and aboul $5,002,450 of 4 per cent converted bonds. Experts term the amount of short- term paper too unwicldy to continue to be carried on the books even at the low interest rate now being paid on late issues, This was one of the reasons which caused him to call on Congress for a balanced budget. \ “The success of such an operation,” he said, “would be greatly Tacilitatea | by a balanced budget.” | Financial experts believe any large refunding issue would have to carry between 3 and 4 per cent interest, but they add much depends upon money market conditions at the time the issue is offered. Mills Favors Refunding. ‘That Secretary Mills, himself, regards the funding of the short-term securities as desirable was seen in his statement | before the committee last week. “The market believes the funding of short-term debt into long-term bonds | to be inevitable,” he said. “The un- certainty as to the time and terms of and the Government retire from the market as a borrower of additional; funds, are disturbing and unsettling factors.” | The Secretary expressed the belief | that the funding operation would have a favorable action upon the whole credit structure and create one of the, essentials of business recovery. Recent short-term bonds have sold for less than 3 per cent and, if the Government could refund the outstand- | ing Liberty bonds at present easy | money rates. say at a 1 per cent reduc- | tion in interest, it would save approxi- | mately $80,000,000 in interest. NEW YORK, December 20.—Antonio Scotti, who knows what it is to be pelted with roses 12 whole minutes, also knows now what it is to be heart broken. ‘The best loved of operatic villalns, who is 66 and dean of the singers at the Metropolitan Opera Company, an- nounced last night that January 20 he will make his final appearance on the same stage where he made his local debut 33 years ago.
