NEW YORK, July 15—Bonds were frregular today, with trading in moder- ately heavy volume. The opening was firm. . Industrial obligations were active on an inquiry generated by the market's belief that the firming of commodity prices at home and abroad will be first reflected in this classification. Such issues as Dodge Brothers 6s, United States Rub- ber 5s. Texas Corporation 5s, McKesson & Robbins 5!5s and Youngstown S| & Tube 5s were firm to fractional higher. Later these gains were partially erased but at no time did the market meet offerings that were not quickly absorbed at steady prices. Reilroad bonds were also marrcwly Nickel Plate 6s advanced 5 points at cne time. The buying of this bond, which matures in the Fall, was based on the report that Interstate Com- merce Commission approval of a $700,000 loan to the Nickel Plate fcr “additions and betterments” preluded plans to be announced scon for meeting the road's maturities this year. The best grade issues, such as Consolidated Gas 4 American ‘Telephcne 5s and New York Telephone 4155, met some selling as the result of the competition of new bcnd issues put out Thursday and today. Both the Brooklyn Union Gas bonds, issued Thursday. and the Consolidated Gas 5s—of which $30,000.000 were offered today at 94—were reported sold and were quoted at fractional premiums in_over-the-counter trading. BY JOHN A. CRONE. Special Dispatch to The Star. NEW YORK, July 15—The Curb Exchange closed strong and active to- day. Public utilities led the afternoon up- swing, which reversed the forenoon trend, and were followed by miscellane- ous industrials, nfines, oils and invest- ment trusts, Blectric Bond & Share was up almost % point at the end. Cities Service recovered to 2'4, where it was unchanged. Commonwealth Edison gained about 4 points and Consolidated Gas of Baltimore a point. Standard Oil of Indiana was frac- tionally higher, while Gulf Oil of Penn- sylvania at times was up nearly 113 points. Glen Alden Coal firmed. A. O. Smith Corporation advanced about 2 points. Newmont Mining gained almost as much. Mohawk Hudson Power preferred was 10'; points higher at one time. Northern States Power A rose 11} just before Milwaukee dispatches told of an order of the Wisconsin Public Service Commission, restraining certain com- panies from paying dividends on their common stocks until the State com- pleted an investigation. This list in- cluded Commonwealth Telephone, whose parent company, Associated Telephone Utilities, eased; Wisconsin Power & Light, a former Insull subsidiar: Northern States Power; Interstate Power & Light, a subsidiary of Utilities Power & Light, and Northern Pqwer Co., a subsidiary of American Power & Light Co. PRINTERY PROBLEM LAID BEFORE SENATE Shipstead Calls Attention to Pre- dicament Due to Closing of Savings Bank. In connection with his resolution to have Congress pay the Government Printing Office force for leaves earned during the past fiscal year, and which cannot be taken this year because of the economy bill, Senator Shipstead, Farmer-Labor, of Minnesota yesterday called to the attention of the Senate a statement from Printing Office em- ployes explaining the financial predica- ment in which they had been placed by the closing of the North Capitol Sav- ings Bank. “The employes of the Government Printing Office beg the Senate to give thent the money they have earned,” the statement concluded. In this statement. it was set forth that 29 of the 32 sick relief and pen- sion associations of the G. P. O. de- posited their funds in this bank, and that virtually all employes kept their savings there. xeumg sick benefits, The G. SENTIMENT IN TEXTILE INDUSTRY IS IMPROVED By the Assoctated Press. NEW YORK, July 15.—Sentiment in val divisions of the textile indus- try, which was extremely depressed six weeks ago, shows signs of becoming more cheerful on the prospects for a moderate lift in business in the Fall, ac- cording to trade authorities. In practically all branches manufac- turers are said to be adhering close: to curtailment programs by which it is heped to bring production into balance with current consumption. SHAEFFER, Associated Press Business Writer. Bank statements thus far published Hn response to the recent call indicate | an abnormal state of liquidity. This is particularly true of large cities’ leading institutions, which have disclosed an almost impregnably strong position, the reported cash and United States Government bond holdings of many being equal to more than 50 per cent of total deposits. The reason for this situation is in exigencies that have confronted the | banking world the last two years. Lack of confidence on the part of the public, superinduced by some bank failures, exerted on the institutions pressure to keep liquid, while the condition of the corporate capital market virtually drove the banks to seek an outlet for their surplus funds in Governments. This increase in holdings of Govern- ment securities has amounted to more than 10 per cent since the first of last year. This is shown in the last statement of conditi®n of member banks made public July 11 and cov- ering the week ended July 6. At that time the ratio of Government security holdings to all other investments was {57 per cent, compared with 46.5 per cent at the beginning of 1931. | This situation signifies that there is an abundance of money available for credit expansion and for invest- ment in commercial securities when the time is felt propitious. The accumu=- lation of Governments by banks, there- is seen to have been not for & for this type of security but rather in pursuance of a safety-first policy.
