BUFFALO, June 18—“The luck of the Roosevelts” is again in evidence. To be sure, Gov. Franklin D. is only & fifth cousin to the original “T. R.” but the tie seems to have bcen close “enough to include him within the scope of the family characteristic. Lady Luck, alwavs partial toward New Yorx's | reigning executive, has again given him “the breaks.” For two years a Republican Legisla- tive Committee has been probing Ta many's administration of civiz 2ffa down in New York City. Now, jus! ‘when it might prove most embarrassing to a New York Democrat seeking a residential nomination, come charges volving Mayor James J. Walker. Here's where the lucky break comes in. ‘The Walker charges might have been laid before the Governor several months 880, but it was not until June 8 that the charges fcund formal lodgment in the executive chamber at Albany. Must Take Time. Manifestly no Go:2rnor could be ex- pected to take acticn on a matter of such genuine gravity the day the charges were placed in his hands. A few days, at the very least, must be accorded him for study of the matter laid before him. A week is none too much. Then again, common fairness dictates thet Mavor Walker should be given at least 20 days to answer the charges. Following his answer there must be another suitable period of delay while the mayor's answer is studied. And after all this a few days more for the drafting of the decision, once it has been shaped in the executive mind. All this, a5 will be seen, brings us WEST VIRGINIA G. 0. P.
