CHANGES INEARTH (ORE ARE STUDED Dr. Fleming Tells of Vast| Forces at Work and of Fly- ing Electrical Clouds. Mysterious_titanic forces ceaselessly 8t work in the earth's depths and vast flying clouds of electrically charged | particles moving in periodic orbits | around the planet are revealed by con- | tinual changes in the magnetic fleld of the globe, Dr. John A. Fleming, di- Tector of the terrestial magnetism lab- oratory, announced in a lecture at the | Carnegle Institution of Washington last | night. Analysis of records of compass needle | variations from all over the carth, and | especially those taken by the non-mag- netic ship Carnegie on its last ill-fated | Voyage around the earth, Dr. Fleming | said, makes it necessary to assume some enormous forces in the interior, whose | nature cannot be determined, which are | responsible for the most striking changes. These changes do not check | With an astronomical phenomena, ‘50 they cannot be explained by the in- fluence of the sun or anything else out- side the earth itsclf. ~ More definite | conclusions concerning these forces, Dr. Fleming said, will require many years of constant observations of the magnetic | fleld of the whole earth, which he com- | pared to an enormous but weak magnet. Ward Off Solar Showers. | Dr. Fleming explained the strange phenomenon of the “Northern lights” as due to vast streams of particles. | electrons and atoms shot out into space | from the sun. The earth's lines of | magnetic force, he said, extend for | many miles outward into space, but | slope more sharply toward the globe carn scientists have arrived at the hypog:h that these are due to great clouds of these solar particles moving in periodic orbits around the planet, which, for some unknown reason, occa- sionally penetrate very close to the sur- face in the Northern regions. They do not, however, come within atmospheric limits. These vast clouds, he explained, are so tenuous that they are invisible while they remain above the earth's atmospheric blanket, The giant pul- sations last from one to two minutes. That the clouds are moving in periodic orbits, he gaid. 18 shown by “micropul- sations” of the magnetic fleld, which last from 5 to 12 seconds, and which occur at different times all over the earth as the electric clouds pass over- head. Thus it may be possible event- ually to trace the orbits themselves. The_terrestial magnetism laboratory, Dr. Fleming said, also is studying minute variations in the magnetic fleld which take place very high in the at- mosphere and are due to influences of the moon. They may prove, he said, a valuable means of obtalning forma- tion concerning the nature of the upper atmosphere itself, far beyond the range than can be reached by pilot balloons or other meteorological instruments. Magnetic Field Changes. The Carnegle scientists, he explained, now are chiefly interested in the nature of the forces within the earth itself. They have found that magnetic fleld changes are moving eastward from a center somewhere in the north of Scot- land like waves caused by dropping & pebble 1n a pond. These waves are breaking against a hypothetical “shore- line,” a north and south line running from Nova Zembla to the Caspian Sea along which, repeated observations have shown, the magnetic needle does not fluctuate. But, he explained, this zero line itself has moved about 30 degrees westward in the last 25 years. The whole center of rapid magnetic field change in Europe has developed since 1900, with no corresponding astronomi- cal changes with which it can be correlated. Aithough the earth is a very feeble magnet, he said, its great size results in a total force about 800 quintillion times that of the a one-point magnet of the best magnetic steel The earth's South Magnetic Pole, Dr. THE EVENING HOOVER PROCLAIMS | PAN-AMERICAN DAY President Calls on Nation to Ob- serve April 14 With Ceremonies Appropriate to Occasion. In lssuing the proclamation, the | President declared that in order to give effect to the resolution adopted by the overning board of the Pan-American nion recommending the designation of a date to be observed as “Pan- American day” in all the republics of America, “I do hereby order that the flag of the United States be displayed on all Government buildings on that date, and do invite the schools. civic associations and people of the United States generally to observe the day with appropriate ceremonies.” n this manner, the President" proclamation continued, the United | States “will thereby give expression to STAR, WASHINGTON, U.S. IS ASKED BY FESS TO ACCEPT TABLET Stone Dated 1622 Bears Escutch- eons of Washington and Standish Families. Senator Fess of Ohio today intro- duced a resolution authorizing the Joint Library Committee to accept on behalf | of the Government from J. E. Aldred and Henry J. Fuller of New York City the gift of a stone tablet dated 1622 and bearing the conjoined escutcheons of the Washington and Standish families. The tablet would be placed in the Capi- tol Bullding. The resglutlon sets forth that the stone tablet was formerly in Duxbury , Chorl England, and that it shows a family resentatives of the earliest Southern Colony and the earliest New England Colony. Giant Pulsations Studied.
