Baltimore was not as lucky and the aversge for a group of 20 other cities was also lower. Department store sales in the whole fifth district in February averaged 12 per cent less in dollar amount than sales in February, 1931. Of the 56 stdres which reported, only five showed larger sales while 51 reported lower sales in February of this year compared with the like month a year ago. Among the 12 Federal reserve dis- tricts in the whole country. the local fifth district made the second best rec- ord for the month. only one other dis- trict, St. Louis, with a decline of 10 per cent, reporting a lower percentage decrease in sales in comparison with business in February, 1931 In cumulative sales for the first fwo months of the present year, the fifth reserve district showed an average slump in sales amounting to 16 per cent, again ranking next to the St Louis district, which noted a decline of 14 per cent. HUGHES. Special Dispatch to The Star. NEW YORK, March 10.—In today's dull and dragging stock market it was only special issues that registered any improvement. It was perhaps signifi- cant that most of these, but not all, | made advances. The most important news was, of course, the reduction of 1 per cent in the Bank of England rate, but that had been expected and was without effect - | on stocks. Prior to the publication of 1| the United States Steel unfilled tonmge " | statement at noon there was no impoy tant industrial news. Dividend lcuom y | were predominantly favorable. The 1, | market, therefore, had little to go upon 14| in the way of fresh stimulus, and for \/, | two hours it dragged along without real 5 | progress in _either direction. 14 | activities were restrained by the con- | tinued firmness in bonds, and attempts % | to bid up prices were heid back by the % | lack of a public following. | Among the specialties International 3 | Silver stood out, up over 3 points and This was % | position revealed in its balance sheet and the expectation that over the longer period silver metal would ad- vance. The stock is in small floating supply and easy to move. Foster Wheeler was strong. also at a new high, and Wilson & So, preferred con- tinued its advance. The Street heard 'a\orable reports about the packing in- dustry Another feature today, as yesterday, | was the strength in Auburn Auto, which seemed to have found a new set of {riends. Other motor stocks were heavy, including General Motors. The railway stocks were inclined to sag. Baltimore & Ohio preferred sold off 2 points, indicating uncertainty as to the safety of the dividend. Reading first preferred made a new low and the sec- ond preferred sold at its old low. Associated Press. e petroleum industry is a house | aivided “against itself with reupe}cl'. to the proposed tax of 1 cent a gallon on imported crude oil and its products. A recent effort made by the Ameri- can Petroleum Institute to secure a vote on the matter showed a division between those who were importing and those who were not, With less than a majority of the membership voting. Favoring_the measure is the Inde- pendent Petrolenm Association of America, which, through its president, Wirt Franklin, took a leading part in hearings before the House Ways and Means Committee, and has led a long fight for an import tax or tariff. The highlights of Mr. Franklin's remarks at the latest hearings, were that the | domestic industry was demoralized by cheap labor. On the other side of the picture are the petroleum importers, including the largest companies of this country. CHICAGO DAIRY MARKET. CHICAGO.
