fB—4 ¥ COLLIER HELD BACK OF INDIAN GHARGE Wilbur Declares He Spon- sored Attack on Bureau by Senator King. John Collier today stood charged with being “a well known and well en- dowed lobbyist” as Secretary of the In- terior Wilbur laid at his door the au- thorship of an attack on the Indian | Bureau staged in the Senate yesterday by Senator King, Democrat, Utah. King declared that tribal funds were vanishing and that the Indians were being robbed of their lands. Senator Wheeler, Democrat, Montana, joined him in his attack on the Government's «care of its wards. The Sccretary of the Interior an- swered that the Indians were under th¢ plenary power of Congress and “caught in a mesh of legislation so that reasonable administration is ham- pered at every turn.” Legislation Difficult. “Every effort has been made to get Congress to pass legislation that would permit codification and simplication of the Indian laws, unification and sim- plification of the budget, more satis- factory conditions for Indian school children, proper centrol of Indian prop- erty, etc.” Wilbur said, “but such leg- islation is difficult to formulate and | more difficult to pass.” Wheeler deplored the increasing “overhead of the Indian Bureau" and charged that much of the cost was coming out of the funds for Indians. He said that at the Klamath Falls Oreg., Reservation every Indian wa charged $126 for paying Indian Bu- | reau officials Personal Bias Charged. ‘Wilbur described Collier as “a cal Indian enthusiast with good “inten- { tions, but so charged with personal bias and the desire to get a victim ever so often, that he does much more harm than gocd. His statements can- ot be depended upon to be either fair, factual or complet; He said Collier been trying re- cently to obiain legislation regarding the Pueblo Indians that would not in- sure the priority of their water rights and that would provide a $75.000 fee to one of the attorneys helpful to his organmtlon “Those who think a constant chorus of complaints and minor investigations help the Indians more than jolning in on the back-breaking job of funda- mental legislation and administration remind one of David Harum's observa- tions on the need of some fleas for every dog” LABOR BILL PASSAGE IS HAILED BY GREEN Describes Action to Outlaw “Yel- low Dog” Contracts as “Great Achievement.” Passage of the Norris-La Guardia anti-injunction bill by Congress was hailed as “a great achievement” yes- terday by President Willlam Green of the American Federation of Labor. ‘The bill, which outlaws the “yellow @og” contract binding workers not to organize, will forbid corporations to take advantage of the economic neces- sity of working people by requiring them to sign such contracts in order to secure the opportunity to eamn a living, Green said. Labor believes “that through the pro- tection this measure will afford” its strength can be mobilized to deal with powerful corporations and large em- ployers on more equitable terms, ac- cording to Green's statement. “The one outstanding legal right wwhich this bill clearly and definitely establishes is the right of labor to or- ize and to runctlon i a normal, House yesterday. The Senate previous- 1y passed it by an overwhelming vote.
