" D-8 3 THE EVENING STAR, W/ SHINGTON, FRIDAY, JANUARY 1932. D€ INDIANS' TRANSFER 10 STATES URGED Cornell Anthropologist Sees‘ Holdback in “Long-Range Administration.” By the Associated Press. PHILADELPHIA, January 15.—Re- moval of the “long range administra- tion” of Indian affairs from Washing- ton to the States interested, was ad- vocated last night by & speaker at the annual meeting of the Indian Rights Association The suggestion was put forward by Dr. E. A. Bates of the anthropolegy de- partment of Cornell University, who pald tribute to the “excellent work done” by Commissioners Charles J Rhodes and J. Henry Scattergeod, in reorganizing the Indian Service. Dr. Bates emphasized the need for greater co-operation between State and: Pederal Government. “I have con- | fidence in States like Michigan, Wis- consin, Minnesota, Utah, Washington, | Oregen and California and even others | sccepting Federal funds under proper safeguards to carry on Federal Indian activities,” he said | Tne States have the personnel. | equipment and a knowledge of local conditions. and every Federal dollar would be doubled in value if we re- moved the long range administration from Washington.” | Dr. Bates advocated that the head | of the Indian Service thould permanent director, under Civil | Tegulations, rather than a political ap- | pointment subject to change, both in person and policy, with each admin- istration - W. Carson Ryan, director of n for the Indian office, said ess was being made in hand- ling Indian affairs. He would make | the home community the center of | their educational activities.
