His public service included the posts of confidential secretary to President Andrew Johnson, while a member of the United States Senate: official re- porter of the Senate, military super- visor of the public schools of Cuba after the war with Spain and secretary of the United States Commission to the Parls | Exposition. When war with Spain was declared. | Dr. Small enlisted as a_chaplain and | with the rank of captain served in Cuba with the 3d Regiment of United States Volunteer Engineers. In 1873 Dr. Small married Miss Annie 1. Arnold of Greenville, Tenn. They had two sons, Sam W. and Robert T. Small. The latter, who died several vyears ago, was & widely known news- paperman and for many years was a member_of the staff of the Associated Press, Mrs. Small died in 1915. Dr. Small spent many of his later years in Washington, where he wrote & column of political comment for the Constitution. He was a member of the National Reform Association, the Anti-Saloon League, the Military and Naval Order of the Spanish-American War, the Military Order of Forelgn Wars, the Spanish_War Veterans, the Masonic Order, Knights of Pythias and the Red Men. Arrangements have been made by the War Department for the burial in Arlington National Cemetery tomorrow, at 11:45 am., of Col. Charles C. Smith, adjutant general of the 8th Corps Area, who died at Fort Sam Houston, Tex., November 12. The funeral party, including Mrs. Elizabeth S. Smith, the officer’s widow, will arrive at the Union Station tomorrow morning and will be escorted to the grave by troops from Fort Myer. Officers of the 20th Infan- try, to which Col. Smith was formerly attached, will serve as honorary pall- bearers. Born in Toledo, Ohlo, February 4, 1872, Col. Smith was graduated from the West Point Military Academy in June, 1894, and reached the grade of colonel in July, 1920. Most of his service was in the Infantry and in the Adjutant General's Department. He was awarded a Silver Star citation for gallantry in action at El Caney, Cuba, July 1, 1898, and afterward saw hard service in the Philippine, Mexican and World War campaigns. = He organized the 3024 Infantry at Camp Devens, Mass., and accompanied that regiment to_France. Following his return to the United States, he served at the Army School of the Line at Fort Leavenworth, at General Staff College and at the Army War College in this city, as adjutant general, 6th Co Area at Chicago. in charge of the serve Division, War Department, and as adjutant general, 8th Corps Area at Fort Sam Hous- ton.
