S. Expert Says. A Nation-wide appeal for the Ameri. can dollar to be taken out of its hiding places in safety deposit boxes, the “old sock and the space beneath the mat- tress” and placed into circulation was voiced last night by Assistant Com- merce Secretary Klein in a radio ad- dress. “Unemployed money is, in consider- able measure, the cause of unemployed men,” he asserted in his speech, broad- cast over the Columbia System. biggest job,” he added, “is to bring the two—money and men—together as ef- fectively as possible. hen money is willing to go to he emphasized, “it can put men and women to work—men and women who may now be suffering and in despair. “There is plenty of money in this country—make no mistake about that —and it is equally clear that much of that money has been hiberating; it went into hiding originally for the duration of the depression and unfortunately seems now to stay there during the continuance of the owner’s timidity and apprehension.” Needed in Circulation. The expert on economlcs said strong evidence points to the fact that many safe deposit boxes are stuffed with cash, which is neither yielding a profit to the owners nor contributing to the restoration of normal conditions in the business world. He agreed with an esti- mate recently advanced that this form of hoarding amounted to approximate- 1y $1,000,000,000. He cited an observation made by George Washington along this line: “It is not a custom with me to keep money to look at” Dr. Klein said Washington was thrifty, but he realized the general benefits that arise from prudent buying of goods and hiring of labor and “he appreciated the absolute economic necessity of keeping money in circulation.” He said that President Hoover's na- tional credit pool “has greatly eased this preposterous throw-back to cring- ing crowd-psyohology and if the Pres- ident’s plan accomplishes nothing else but that, it will have lbundnnlly ful- filled one of its major purposes.” Dr. Klein explained that the index of work, | this situation is the amount of money in circulation in this country. Citing records, he said in September, 1930, it was $4,042,000,000, and ln September, 1931, it was $5,200,000,000. Sees Upturn Ahud. Blaming the increase on hoarding, he declared it was all the more encourag- ing, therefore, to note that in the last several weeks there has been no sub- stantial increases in the amount of money in circulation. “Our | g, THE EVENING STAR, WASHINGTON, D. IDABEL, Okla., November 16.—Charles Draper's new baby was born yesterday, and so officers began preparations for the murder trial Draper firmly believes will lead him to the electric chair. October 18 three men were found slain near Ultima Thule, Ark. Draper later was arrested, and officers said he confessed the killings during a hold-up, his statement being conditional upon an agreement he would not be tried for the crimes until the expected birth of the child. A boy was born to Mrs. Draper here yesterday at the home of relatives. Offi- cers said the father would not be per- mitted to see the baby for several days. Draper’s alleged victims have been identified as Eugene Harris, Antlers, Okla.; E. S. Chappell, Springdale, Ark., and Jack O'Dell of Ultima Thule. Two Crimean Heroes Survive. Two centenarians who served in the Crimean War are still alive, according to a survey made after the death of two others recently. The survivors are James Crawford of Central Otago, New Zealand, and Willlam W. Freeman of South Australia, who still have vivid memories of the war times 77 years ago.
