BALTIMORE, November 16—A plan by which a number of banks recently closed in Maryland will be reopened without loss to depositors and with as- surance of future stability hes been made public by John D. Hospelhorn, deputy State banking commissioner. Reorganization of former personnels and introduction of new capital are es- sentials of the plan, but its principal feature is an agreement to be secured from all depositors as to the size and frequency of subsequent withdrawals Seven Others to Open. One bank already has adopted the plan and reopened its doors last Satur- day. A second is expected to reopen in a few weeks, to_be followed by six others during the Winter. Heavy withdrawals were held factors in practically all of the closures. Under the plan proposed by Mr. Hos- pelhorn all depositors upon the reopen- ing of the bank they patronize will be required to enter an agreement with the institution that their withdrawals will not. -be more than stated amounts, and will be made at minimum intervals to be stated in the agreement Can Arrange Financing. In this way, it was explained, au- thorities of the banks will know at all times how much of the funds on deposit are subject to withdrawal and to what extent, and will thereby have a definite basis for the arrangement of their financing.
