VIENNA, Austria, November 4.—One of the strangest election campaigns ever seen anywhere enters its final stage this week as the voters of Jugoslavia prepare for the polls Sunday to deter- mine the composition of the govern- ment that Is to succeed King Alexan- der’s dlfutm'nh!gu‘ It is strange ause the “elections” are not really elections at all, and be- cause, no matter what happens, the present. cabinet will continue in office more or less unchanged. Yet elaborate and expensive para- phernalia has been used during the last six weeks to persuade the outside world that democracy in Jugoslavia has been given a chance to assert itself. Noth- ing could be further from the truth. For the elections are simuly a means whereby the present dictatorship is to be prolonged behind a convenient semi- parliamentary facade. Old Parties Prohibited. The facts are these. Only one list of candidates is presented to the count that of the present premier. Gen. Pera Zivkovitch. “All the old political parties are prohibited. The King himself has been quoted by his assistant premier. Mflan Srshkitch, that strong measures would bs taken against electoral op- ponents, if any. No new party can be formed until 60 signatures are found in esch of 333 constituencies through Jugoslavia, or a total of almost 20,000. This, of course, is utterly impossible, since the police control petition making. Moreover, the party that gets the most votes—which is absolutely certain to be Premier Ziv- kotiteh's government party—then gets two-thirds of the seats in the Chamber cf Deputies. The voter appears at the booth and declares whether or not he supports the govern- ment. If not, he is photographed and fingerprinted and the clerk takes the full details of his person. Boycott Is Res The result of these regulations has, of course, been inevitable, namely, united opposition has determined on complete electoral boyeott. King Alexander's intention in “end- ing” the dictatorship was doubtless a desire to create 2 new Jugoslav national party. What has happened is exactly the opposite, with a cohesion of all the opposition groups in a united anti-gov- ernment front. The following parties have declared a boycott: ‘The Serb Radicals, under Aca Stano- evitch, whose adherence the King had oped for; the Slovene Clericals, under the noted leader Father A. Koroshetz, who was.invited by the King to take part in framing the constitution, but refused: the Democrats, the Serb Agra- rians, the Jugoslav Moslems, the So- cialists and the Montcnegrin and Mace= donians minority parties. Also in the oppositioh, of course, are the traZitional dissident separate lead- ers, like Svetozar Pribitcheviteh, who recently hunger-struck against the re- gime, and his Independent Democratic party, and the heads of the Croat Peas- ant party, Dr. Viatko Natchek and Dr. Ante Trumbitsch. All these have joined in appeals to the populace to thig opinion by staying away from the polls. ‘The government, faced with this im- pending boycott, is proccedl:’ with ac- tive campaigns. Members the gov- ernment are touring the country, plead- ing to the people to vote. M , 1t is said, are sparsely attended, the boycott has grown, especially in Slo~ venia, Croatia, Bosnla and Montenegro. Police pressure will doubtless be used to break the boycott and bring out the vote. The issue, then, as seen by re- sponsible voters, is not of a contest be- tween groups and partles but an effort by the government alone in the fleld to try to poll as big a total as possible. ROCKVILLE, Md., November 4.— About the first business transacted by the office of the clerk of the Circuit Court for the county in its handsome quarters in the new court house was issuance of a marriage license early Monday. It was to a Montgomery County cou- ple—Miss Lola Marie Davis of Lewis- dale and Samuel R. Nichelson of Da- mascus—that went the distinction of obtaining the first permit of the k'nd in the new building. The last to obtain a license of the kind in the old building were Miss Elizabeth D. Rogers of Waynesboro, Va., and Harold M. Freeman of Wash- in?.on. The license clerk, J. Willlam Wiley, issued both papers. HILLSBORO, Va., November 4.—Dr. Daniel Shelley Soliday, 68, physician of Hillsboro, dled at his residence here at 3:30 o'clock this morning after a short illness. He was a native of Allentown, and came here 40 years be- cause of ill health. He formerly studied medjcine in Columbus, Ohio. Dr. Soliday located at the foot of the Blue Ridge Mountains 2 miles west of Hillsbero. Later he went to the Rich- mond Medical College, returning here after graduation.
