Special Dispatch to The Star. MIAMI, Fla., November 4 —Frank L. Carter, 63, designer of a twin engine and ploneer automobile manufacturer of Washi D. C., died Monday at his Winter home here after an ill- ness of several months. Carter was treasurer of the Carter Motor Car Co. Hyattsville, Md., which manufactured the Carter and Wash- ington automobile from 1907 to 1911. He leaves four brothers, Walter L. of Washington, Howard O. of Cleveland, Durus J. of Baltimore and A. Gary of Miami. Of three sisters, Miss Grace Carter lives in Washington. Mr., Carter lived in Washington until 1924, when §! health forced him to go to Florida, ere he stayed with his sister, Miss Elizabeth Carter, an artist.
