ONE GOVERNMENT IN GHICAGO URGED 850,000,000 Savings Are Claimed for Proposed Coun- cil of City and County. @ the Associated Press. CHICAGO, October 8.—A system of | supergovernment_designed to save the| taxpayers of Cook County and Chicago 50,000,000 annually has been proposed by the City Council subcommittee. Under the plan a “Chicago metropol- ftan council” would have jurisdiction over all Cook County and the territory within 30 miles of the city’s limits. The subcommittee said that expendi- tures amounting to $142,000,000 in Cook Couity in 1920 had increased to $2! 000,000 in 1929 and estimated that cost in 1931 would be $300,000.000. ‘This, the body said, was out of propor- tion with the growth of population and | wealth, ‘and, in some instances, was caused by numerous duplications in the dutles of county and city officers. In some cases official responsibility, thus divided, was destroyed. | The subcommittee estimated that there were 415 scparate taxing bodies | in Cook County with overlapping duties. | The supergovernment council would have the mavor of Chicago and tie county president as ex-officio members with five elected members for four-year | terms, three to be residents of Chicago. Poland Increases Taxes. WARSAW, Poland. October 8 (F).— The Polish government announced yes- terday that a new tax, ranging from one-fifth of 1 per cent to 2 per cent, | will be levied immediately on the in- comes of all men who are not serving in the army. At the same time bills imposing in- creased taxes on incomes, real estate and beer were introduced in Parlia- ment. Rescued From Tree After Leap on Dare From Hotel Window RENO, Nevada, October 8.— Joe Slattery jumped out of & sixth-floor window of a Reno Hotel cn a dare, but he had to be helped to the ground. Joe landed in a tall shade tree. A hook and ladder company was called to extricate him. Even at that it looked for a time as though Slattery might have to spend the night in the tree, for a 32-foot Jadder wasn't quite long enough to reach his precarious perch.
