Born in Washington. Mr. Herring was born in Washington and received his education in public schools here and at George Washington University. In 1910 he entered the Government service, being attached for four years to the chief of staff, War Department. In 1914 he was transferreq to the Commerce Department. Because of his exceptional ability as a_trans- lator for the War Department he was | placed in the tariff section of the Bu- Teau of Forelgn and Domestic Com- merce. He rendered valuable service during | the World War in statistical research | work for the War Trades Board. In July, 1921, he resigned from this | g poeition to accept an appointment as commercial attache at Berlin. In 1926 < he was transferred to Tokio and one year later he was appointed commer- cial sttache at large. For the last year | [ he traveled extensively throughout Eu- rope on account of his health. His mother died while on a visit to him in Berlin two years ago. Friends say there are no survivors residing in ‘Washington.
