CHICAGO BOND PLAN | GIVEN TO GOVERNOR |Cermak Program Contemplates New Issue of $27,000,000 and $9,000,000 Refunding. By the Associated Press. CHICAGO, October 1.—Mayor Anton | 3. Cermak’s program to bring the | city out of financial difficulties, calling for the issuance of & $27,000.000 bond issue and a refund of $9,000,000 in old bond _issues, has_been presented to Gov. Emmerson’s Revenue Commission. | This would be d it was said, with- | out increasing tax: Some of the proceeds of the new bond issue would retire 1928 anticipation war- rants held by the city’s surplus fun | the 1929 warrants, $15.195,000 of which are held by the public and $2,860,000 held by the city. If these two issues are cleaned up, City Controller M. S. Szymszak ex- plained, the city would probably sell its $36,747.000 in 1930 warrants to the banks, which have, thus far, refused to buy them because of the city’s muddled financial condition. ‘The mayor sald the city and its sub- sidiary bodies, such as the School Board and Public Library Board, would be able to operate without difficulty under the plan until new income from taxes was forthcoming.
