CONGRESS AGTION ON POWER URGED! Dill Advocates Fixing of Rate on Basis of Producer’s Investment. By the Associated Press, < ANGELES, October 1.—Address- ing the Public Ownership League of ; America, Senator C. C. Dill, Washing- ton, last night declared that Congress should act to fix rates for interstate lectric power on the basis of the actual investment of the producing and dis- tributing company. Senator Dill also asserted Congress should preohibit the isSuance of watered stock by any licensee of the Power Commission, and should authorize the construction of a few big dams and power plants to sell power to munici- palities. The Senator said such Government plants should be ussd to demonstrate the cost of electricity and would pro- vide the effective competition necessary to regulate the cost of electricity sold by the power tru “Congress already has built a power plant at Muscle Shoals.” he said. “All that is needed is to put it to work for the people.
