Much of the work was done by six subcommittees: Life X.nlunnee Tnlm Taxation, Stand- ard Trust For Education and Pub- licity, Law lnd Legisiation and Stand- ardization. The above officers were active in committee work last year and other committee chairmen Included l‘uklne Gordon, Federal-American; Irvi r&el. Union Trust, and A. A. Hoehlin, ational Metropolitan. The c fef aims of the section are to secure co-operation among its members in the establishment end maintenance of uniform fiduclary practices; to fur- ther personal acquaintance among the members, and to discuss fiduciary prob- lems and matters of common interest. One of last year's most prominent speakers was Gilbert T. Stephenson, now president of the trust company. dl'mmmfll the American Bankers' As- Riggs’ Main Office Transformed. BY GEORGE T. HUGHES. Special Dispatch to The Star. NEW YORK, September 29.—Liqui- dation again overtaok the stock market today, carrying prices for industrials and utilities down to new lows while the railroad shares made obstinate re- sistance. = Following the weakness of the last hour on Monday, the overnight orders were predominantly on the selling side, For an hour or 50 volt Wwas 80 that at intervals the tape fell behind business on the floor. On the firs half hour 500,000 shares changed hands against 300,000 in the same period Monday. The source of the liquidation was difficult to determine. It was said, however, that in large part the offer- ings were for foreign account. It was doubtful whether there was much short selling on this side, in view of the attitude of' the elchu.\‘e authorities in the present crisis. The new lows for the bear market recorded today included some of the most prominent industrials and utilities. Among them were United States Steel, chnml Motors, American Telephone & legraph, Consolidated Gas and a lon| 'H-!t of less importint equities. ,Gener: Motors was driveni down closh to 25, United States Steel under 74 and Amer- ican Telephone & Telegraph under 134 during ‘this early selling. Eastman Kodak came down close to par. Du Pont was very weak, in sym- thy with General Motors, and Beth- ehem Steel made a new low even before United States Steel ‘There were oaly a few items of news, aside from the general distrust of the situation abroad, that might have been expected to influence prices. Money was distinctly firmer, although the re- newal rate for call funds was unchanged at 115 per cent. The ahippin: today of $12,000,000 in gold, of which $7,000,000 went to France and $5,000,000 to Switzerland, was announced. Another shipment Monday night was $9,420,000, of which all but $20,000 for Switzerland went to France. The United States, however, could spare much more gold than there seems any prospect of going out. The reconvening in Washington of the Federal Trade Commission for the purpose of resuming its investigation of the public -utilities was, of course, not a helpful influence. Public Utility preferred stocks today were weak, alo; wi the common shares. n& industry the news was more cheertu] telling of a cut in crude output aver- aging 21,671 barrels a day for the week zndin| &umber 26 and of a strength- ening in the gmnne price level. w TUESDAY, SEPTEMBER 29 1931 RESERVE BANK RATE INCREASE FORECAST Hardening of Time 1oney Rates Reflects Lending to Foreign Institutions. Special Dispatth to The Star. YORK, September 29.—The | NEW persistent stiffening in time money rates reflects the release of gold by the Fed- eral Reserve to foreign banks and a somewhat larger employment of funds in the stock market. Again this week is heard the tion that the Federal Reserve rate in New York will be raised on Thursday to 2 per cent. It would not be surprising to Wall Street it wmeuflu of nm nature oc- curred soon, if not this week, for the rate of 11, per cent in New York is one half of 1 per cent lower than the French and Swiss markets, with all of the other European money centers on the highest ¢ | discount basis since the war. The article points out that for some years w eome advertising will be bought more cautious and selective hflu than it has in the past. “Improvement in general business likely will be spotty, in which case lo- cal ld rtisi of advertising in the next few years may be expected to pay the closest fiulble attention to the relationship tween distribution and advertising, picking out sections where recovery first manifests itself for intensive pro- motional campaigns. They will seek business where business is to be had. According to the Trade Winds arti- cle, the plan of basing advertising ap- propriations a year in advance on sales volume or profits for the preceding year is giving way to two new tend- encles in formulating advertising campaigns. The first is an attempt to ! forecast on the basis of probable prices and buying power just how much busi- ness is available in a territory and how much advertising will be necessary to get that business. The second is the frlc"co of fixing advertising ex- tures cautiously for a few months i Sdvance, and. then “Waiing (o ses i what will happen.” IKE A GIFT—or a legacy— comes your Investors Syndicate maturity check for $5000.
