Barnes, chairman of the board of the Onited States Chamber of Commerce, drew an outburst of ap- plause in his address late yesterday be- fore the National Association of Mutual Savings Banks at the Mayflower Hotel when he declared that the United States should become definitely identi- fied with the World Court. He pre- sented 11 proposals as a basis for the Government's contribution to an effort to obtain stabilization and recovery from the present depression. His sug- stions were: 'el‘gulnficn to lift restrictions which prevent insurance companies from pro- posing in private contracts security against unemployment. Framers of tax laws should seek ad- vice and take recommendations from those skilled on the subject, particularly the capital gains provision. Urges Senate Co-operation. May 21.—Bonds moved lower today, with further wide breaks in foreign dollar bonds, especially the | Chilean ~ group. fractional declines in, the high grade group of domestic cor- poration bonds, #nd a sudden reversal of the upward trend in United States Government bonds. The selling of Governments was in- taresting because of the width of the declines—from 5-32 to 12-32—when contrasted with the small size of the offerings.
